About the Role
The Department of Social Services (DSS) is seeking an Administrative Staff Analyst NM-I to supervise the Accounting Unit. This role involves recording and maintaining financial transactions, performing audits, reviewing voucher requests, and providing guidance for DSS/HRA/DHS contracts and financial operations.
Responsibilities
- Oversee annual and final closeout audits for CAMFR, Employment, HASA, and other DSS/HRA/DHS contracts.
- Examine Financial Statements to assess the use of awarded funds against the correct DSS/HRA/DHS budget structure and investigate discrepancies.
- Determine unallowed costs based on Federal regulations, Comptrollers Directives, and Contract provisions, and communicate closeout findings to providers/vendors, including recoupment of funds.
- Responsible for the accuracy of Cash Confirmation reports for DSS/HRA/DHS in collaboration with the Office of Budget Administration (OBA).
- Review newly registered contracts to assure accurate utilization when allocating allowable costs to various funding streams and substantiate cost allocation by analyzing financial statements and related documents.
- Audit and reconcile funds disbursed and deposited in DSS/HRA/DHS totaling over $5.1 billion from various bank accounts.
- Liaise with providers/vendors, Programs, and other Agencies.
Requirements
- Applicants must be permanent in the Administrative Staff Analyst civil service title.
- A master's degree from an accredited college in a relevant field (economics, finance, accounting, business or public administration, etc.) and two years of satisfactory full-time professional experience in budget administration, accounting, economic or financial administration, fiscal or economic research, management or methods analysis, operations research, organizational research, program evaluation, personnel or public administration, recruitment, position classification, personnel relations, employee benefits, staff development, employment program planning/administration, labor market research, economic planning, social services program planning/evaluation, or fiscal management.
- 18 months of the professional experience must have been in an executive, managerial, administrative or supervisory capacity, including supervising staff performing professional work in the areas described above.
- Alternatively, a baccalaureate degree from an accredited college and four years of professional experience in the areas described above, including the 18 months of executive, managerial, administrative or supervisory experience.
