About the Role

The Transportation Planning and Management Division (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods on the City's streets. The Design & Construction (D&C) unit within TPM oversees geometric design elements of NYC roadways. This role will assist in the development, delivery, and enhancement of New York City's pavement markings network, improving roadway safety and supporting critical street improvement projects.

Responsibilities

Assist in managing contractor installations to maintain markings in a state of good repair.
Support the successful delivery of Street Improvement Projects and other agency initiatives.
Manage complex pavement markings projects and coordinate all categories of roadway markings.
Assist in developing and improving operational processes.
Establish quality control measures.
Monitor contractor performance.
Identify opportunities to increase efficiency and productivity.
Coordinate workflows with roadway resurfacing operations.
Attend project coordination meetings.
Work with Borough Commissioners' Offices, agency management, planning units, contractors, and field personnel to facilitate timely project delivery.
Serve as a key liaison among stakeholders.
Provide recommendations regarding project implementation and corrective actions.
Monitor contractor production and compliance.
Maintain project records and performance data within agency databases and management systems.
Assist in managing pavement markings contracts supporting approximately $40 million in annual roadway markings work.
Ensure work assignments are aligned with contract requirements.
Prioritize work orders to maximize contractor capacity.
Monitor project schedules and production targets.
Support the achievement of Key Performance Indicators for the pavement markings program.

Requirements

Must be serving permanently in the title of Construction Project Manager, or be reachable on the civil service list.
Possess a driver's license valid in the State of New York with no restrictions.
Maintain a driver's license valid in the State of New York throughout the duration of employment.
New hires must reside in NYC for the first two years of employment.
A four-year high school diploma or its educational equivalent and five years of full-time satisfactory experience managing and/or inspecting construction projects with a total cost of at least $300,000 for each of the five years.
One year of experience as described above and a baccalaureate degree in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management.
One year of experience as described above and a valid license as a professional engineer, registered architect, or registered landscape architect.
A four-year high school diploma or its educational equivalent and a combination of at least two years of experience managing/inspecting construction projects and relevant education to equal a total of five years of education and experience.
Matriculation in an undergraduate college degree program may be substituted for experience on the basis of 30 semester credits for one year of satisfactory full-time experience up to a maximum of three years.
Specify for each construction project worked on: a description, time period, type of work performed, and the money allotted for the project.
Possess a motor vehicle driver license valid in the State of New York.
For Assignment to Level II, one additional year of satisfactory full-time experience working in Assignment Level I or equivalent.
For Assignment to Level III, two additional years of satisfactory full-time experience working in Construction Project Manager Assignment Level I and II or equivalent.

Skills

Proficient in ArcGIS, Microsoft Word, Access, PowerPoint, Excel, and Adobe Creative Suite.
Knowledge of traffic calming, urban design, pedestrian-oriented design, complete streets, and project management.
Excellent writing, editing, and oral presentation skills.
Experience implementing Street Improvement Projects, including daylighting-related intersection improvements, and coordinating with operational units.
