About the Role

The Division of Transportation Planning & Management (TPM) is responsible for the safe, efficient, and environmentally responsible movement of people and goods. The Traffic Engineering & Planning (TEP) unit seeks two Transportation Specialists, Level 2, to work on designing and implementing complex transportation planning, safety, and engineering projects. The role involves reviewing and conducting traffic, bus, bike, and pedestrian analyses, assisting in data collection and analysis, and preparing traffic models.

Responsibilities

Review and/or conduct traffic, bus, bike, and pedestrian analyses for TEP.
Assist in the collection, review, summary, and analysis of transportation data.
Review and prepare Synchro and/or SimTraffic models using pavement marking plans, signal timing plans and traffic/pedestrian data.
Ensure models are properly calibrated to reflect observed field conditions.
Assist in the review of environmental studies under CEQR/SEQR/NEPA processes.
Assist in conducting traffic operation and safety studies.
Develop and test improvement measures to ameliorate congestion, improve mobility, and enhance safety.
Perform engineering reviews of schematic geometric designs and Design Approval Document/Preliminary Design Investigation reports.
Assist senior staff in organizing and preparing written reports and graphic materials for presentations.
Participate in technical and advisory committee meetings.
Interact with other agency representatives on department studies and projects.
Work both independently and collaboratively as part of a team.
Perform occasional field work.

Requirements

Must be serving permanently in the title of Transportation Specialist, or be reachable on the open competitive civil service list for Exam No. 3027.
Possess a driver's license valid in the state of New York with no restrictions (must be maintained throughout duration of employment).
New hires must reside in NYC for the first two years of employment.

Skills

Knowledge of HCS, Synchro/SimTraffic, SIDRA, AutoCAD, AutoTurn, and traffic simulation models (VISSIM, Aimsun, etc.).
Knowledge of transportation engineering/planning principles and traffic/transportation impact studies.
Knowledge of CEQR Technical Manual.
Knowledge of NYSDOT Project Development Manual, Highway Design Manual, Transportation Environmental Manual, and Local Projects Manual.
Excellent writing and oral presentation skills.

Education Level

Master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields.
Baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs.
Baccalaureate degree from an accredited college and two years of full-time satisfactory experience.
Associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience.
Four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience.
