About the Role

Support a new Rapid Bus Network Development subunit tasked with creating new and improved rapid bus service in conjunction with MTA to further the goals of the Mayor and the NYC Streets Plan. This role involves developing infrastructure-intensive bus projects that reshape the built environment to improve transit service quality and safety for New Yorkers.

Responsibilities

• Conduct extensive community-centered public outreach.
• Pursue and manage grants to finance projects.
• Navigate environmental review.
• Track project development.
• Work with bus priority and planning & policy subunits to develop conceptual designs.
• Work with MTA on bus operations.
• Initiate capital projects.
• Meet extensively with the general public.
• Work with community boards and other public stakeholders in public workshops, presentations, and other settings, including evening and weekend work.

Requirements

• Must be serving permanently in the title of City Planner, or be reachable on the open competitive civil service list for Exam No. 5045.
• A baccalaureate degree from an accredited college or university and two years of satisfactory full-time experience in city planning.
• A satisfactory combination of education and/or experience equivalent to a baccalaureate degree and two years of city planning experience.
• Graduate education in city planning, urban planning, urban design, architecture, landscape architecture, transportation engineering, public administration, economic development or related fields may be substituted for experience on the basis of 30 graduate semester credits from an accredited college for one year of experience.
• All candidates must have a baccalaureate degree.
• For Assignment Level III, one additional year of professional experience is required after meeting minimum requirements.
• For Assignment Level IV, two additional years of professional experience are required after meeting minimum requirements.
• New hires must reside in NYC for the first two years of employment.

Skills

• Extensive experience in transportation planning, street design, or transit priority project development.
• Demonstrated expertise in delivering bus lanes, busways, and other transit supportive street treatments.
• Strong multimodal street design perspective.
• Exceptional written, verbal, and visual communication skills.
• Experience presenting to senior leadership, community boards, and elected officials.
• Familiarity with design, mapping, or analysis tools such as GIS, CAD, or Adobe Creative Suite is preferred.
• Experience with federal funding, grants, and environmental review is desirable.

• Transit Development (TD) is responsible for developing public transit-supportive street infrastructure and policies to improve mobility for all New Yorkers.
• The unit manages the bus-related components of the NYC Streets Plan, including the Better Buses and transit policy initiatives.
• TD develops location-specific projects to improve the quality and safety of bus operations and pedestrian access to transit.
