About the Role

The Program Data Scientist will design and lead analytics for the Division of Traffic Operations’ traffic signal capital program. This role involves building data systems, methods, and analyses to make a large portfolio of projects visible, understandable, and actionable, supporting the NYC Streets Plan by ensuring signal installations advance transit priority corridors and other transit-supportive improvements.

Responsibilities

Design and develop analytical systems to track a large portfolio of signal projects across stages of work, contracts, and contractors.
Build and maintain data pipelines and analytical tools to ingest, clean, and join project, contract, and asset data.
Apply GIS methods to analyze and map geographically distributed infrastructure, connecting delivery data to daily traffic intersections.
Develop metrics and analyses to reveal project delivery trends, bottlenecks, and risks.
Evaluate data quality and analytical methods, coordinating with division units to improve data capture and usage.
Present findings and recommendations to division leadership, translating complex analysis into clear direction.

Requirements

Master's degree from an accredited college or university with a specialization in an appropriate field.
Doctorate degree from an accredited college or university with specialization in an appropriate field and one year of full-time experience in a responsible supervisory, administrative, or research capacity.
Master's degree from an accredited college or university with specialization in an appropriate field and three years of responsible full-time research experience.
Equivalent education and/or experience to the above, with at least a master's degree and two years of specified research experience.
Two years as a City Research Scientist Level I can substitute for required experience.
New hires must reside in NYC for the first two years of employment.
Appointments are subject to OMB approval.
Must be eligible for the 55-a program.

Skills

Python for data analysis, pipeline building, and automation
GIS tools and spatial analysis (e.g., ArcGIS, QGIS, geospatial Python libraries)
Designing analyses or data systems for tracking capital projects, infrastructure, or complex operational programs
Communicating analytical findings clearly to non-technical and executive audiences
