About the Role
The National Manager, Cloud Infrastructure & Operations leads the day-to-day execution, reliability, and continuous improvement of Swinerton’s cloud and infrastructure platforms. This role establishes a single, accountable operating model for Cloud Infrastructure and IT Operations, focusing on secure, scalable, reliable, and automated platform services to support company growth.
Responsibilities
- Own the operational delivery, reliability, and lifecycle management of core infrastructure platforms including Azure, AWS, Microsoft 365, Active Directory, Entra ID, F5, DNS, Intune, SCCM, Windows, and Red Hat environments.
- Ensure platforms meet business requirements for availability, scalability, security, performance, and cost efficiency.
- Partner with the Network/Cloud Architect on platform design, technical standards, and architectural direction.
- Establish clear support models, ownership boundaries, lifecycle plans, and operational standards for infrastructure services.
- Lead infrastructure operations across monitoring, incident response, patching, maintenance, platform health, and operational readiness.
- Ensure infrastructure services are managed through consistent ITSM practices.
- Improve operational reliability by driving consistency, accountability, documentation, and measurable service performance.
- Partner closely with Service Desk, Site Services, Engineering, Cybersecurity, Applications, and Construction Technology teams.
- Drive practical automation across infrastructure operations to reduce manual effort, improve consistency, and increase speed of delivery.
- Lead adoption and scaling of Infrastructure as Code (Terraform), CI/CD pipelines, deployment automation, scripting, orchestration, standardized deployment patterns, and repeatable infrastructure builds.
- Establish reusable infrastructure patterns.
- Work in partnership with Cybersecurity to implement and enforce security controls across infrastructure platforms.
- Ensure infrastructure services align with enterprise cybersecurity policies, regulatory requirements, and security frameworks like CMMC and NIST SP 800-based frameworks.
- Embed security controls into identity, network, cloud, server, and endpoint platforms.
- Support audit readiness through evidence generation, control validation, remediation tracking, and operational follow-through.
- Lead the implementation and ongoing maturity of a centralized IAM execution model within IT Operations.
- Establish IT Operations as the accountable owner for IAM execution, aligning all access practices to enterprise cybersecurity policy and risk standards.
- Own and improve identity lifecycle execution, including onboarding, role changes, transfers, terminations, access reviews, and privileged access workflows.
- Implement and enforce Role-Based Access Control, least privilege access, time-bound privileged access, and standardized access request/approval workflows.
- Reduce fragmented and manual access practices by building documented, automated, and auditable IAM workflows.
- Partner with Cybersecurity and HR Systems to ensure HR is the system of record for identity triggers and Cybersecurity defines policy.
- Drive business value through infrastructure investments to improve workforce productivity, support project execution, enhance customer experience, reduce operational risk, and enable company growth.
- Partner with business leaders to understand strategic and operational priorities and translate them into infrastructure capabilities.
- Establish clear business cases and expected outcomes for major infrastructure initiatives.
- Identify and advance emerging technologies, automation opportunities, AI-enabled operations, platform modernization strategies, and operating-model improvements.
- Continuously evaluate industry trends and recommend practical improvements to infrastructure strategy, automation, cloud adoption, employee experience, service delivery, and operational resilience.
- Create an environment that encourages responsible experimentation, rapid learning, and disciplined technology adoption.
- Execute the infrastructure roadmap defined by the Director of Cloud & Infrastructure Services.
- Provide operational insight, technical feedback, and practical recommendations to shape future infrastructure strategy.
- Drive modernization of legacy infrastructure, cloud operations, and platform delivery practices.
- Support cost optimization, improved resiliency, simplified operations, and better alignment between infrastructure services and business needs.
- Lead a unified Cloud Infrastructure and IT Operations team.
- Integrate IT Operations personnel into the broader Infrastructure organization.
- Develop team members through coaching, technical growth, career pathing, and clear accountability.
- Build a team culture based on ownership, follow-through, service reliability, continuous improvement, practical automation, and strong partnership with the business.
- Establish and report on key performance indicators measuring operational effectiveness, service quality, automation maturity, financial efficiency, security control performance, reliability, capacity, and business value.
- Use performance data to identify trends, prioritize improvements, hold teams and vendors accountable, and communicate infrastructure health, risk, cost, and investment needs.
- Manage cloud and infrastructure spend within assigned areas of responsibility and establish disciplined FinOps practices.
- Partner with Finance, Procurement, Architecture, and technical owners to identify and execute cost optimization opportunities.
- Oversee vendor relationships, licensing, renewals, commercial performance, and service delivery for assigned platforms and infrastructure services.
Requirements
- 8 or more years of experience in infrastructure, cloud, systems engineering, or IT operations
- 3 or more years of leadership experience
- Strong experience with Azure, AWS, Microsoft 365, Active Directory, and Entra ID
- Experience with automation tools and practices, including Terraform, scripting, and CI/CD pipelines
- Experience supporting regulated environments and security frameworks such as CMMC, NIST 800-53, or NIST 800-171
- Working knowledge of IAM practices, including identity lifecycle management, RBAC, least privilege, and privileged access management
- Experience working closely with Cybersecurity teams to implement technical controls and support audit readiness
- Demonstrated ability to lead technical teams, improve operational maturity, and deliver reliable infrastructure services
