About the Role

Turner & Townsend is seeking a Cost Manager to join our Commercial Real Estate team in California, supporting the successful delivery of a diverse portfolio of construction projects. In this role, you will provide cost management services throughout the project lifecycle, helping clients achieve successful project outcomes through effective cost planning, commercial oversight, risk management, and financial control. The ideal candidate will be proactive, client-focused, and driven to deliver excellence while promoting Turner & Townsend's purpose, values, and collaborative culture. Strong communication, analytical, and stakeholder management skills are essential, along with the ability to manage multiple priorities and work effectively within multidisciplinary project teams.

Responsibilities

  • Advise clients on strategies, manage vendor prequalification, assess proposals, bids, and bid leveling documents, make final recommendations to the client, attend and chair bid interviews, and manage the appointment process.
  • Manage estimating services by developing project estimates, reviewing estimations prepared by junior team members, presenting estimates to clients, presenting value engineering recommendations and risk assessments to clients, meeting with vendors to review, validate, and challenge costs, and reviewing estimates using benchmark data.
  • Manage cost reporting by establishing reporting schedules, reviewing and presenting cost reports and forecasts, reviewing project budgets and spend forecasts with the client, developing and maintaining a commercial risk register, and hosting periodic meetings with project teams and vendors.
  • Manage the cost control process by reviewing payment application assessments, liaising with project managers to recommend contractor entitlements, reviewing change order requests from vendors and making recommendations to the client, and using dispute prevention/management/resolution procedures.
  • Manage and monitor the invoicing process.
  • Benchmark performance against other successful commissions.
  • Manage all facets of the final accounting process, post-contract audits, and account close-outs.
  • Hold post-contract reviews with the client to establish a lessons learned document and apply lessons to create a training manual.
  • Develop procedures governing project handover.
  • Perform duties using or preparing Bid Analysis Sheets, Change Control Forms, Cost Estimating Software, and Take-off Software.
  • Adhere to SOX control responsibilities where applicable.

Requirements

  • Bachelor’s degree in construction management, cost management, quantity surveying, engineering, or a related construction field.
  • Minimum 3-5 years of relevant experience in a cost management role within the construction industry.
  • Experience supporting cost management on medium or large-sized construction projects.
  • Construction consultancy experience is strongly preferred.
  • Good knowledge of construction industry technical matters, such as different procurement routes, value management, and value engineering.
