About the Role

This job provides application software development management for IT projects, creating plans and managing activities within an assigned unit/area. It involves assessing the viability of current directions, projects, and operations, and recommending strategies to meet current and future business needs. The role also foresees organizational impacts, understands new technology implementation procedures, and leads teams in scheduling, direction, future planning, and standard practices, while monitoring and controlling quality and establishing milestones.

Responsibilities

  • Communicate effectively with all levels of the organization by managing customer expectations, facilitating meetings, translating customer expectations for staff and peers, and representing the company with outside entities.
  • Prepare written procedures, policies, reports, and correspondence, collaborating and negotiating with departments corporate-wide.
  • Collaborate with customers, staff, IT colleagues, and stakeholders to identify requirements, assess impacts, consider options, compare costs and benefits, and recommend solutions.
  • Provide management consulting by identifying issues, recommending solutions, and presenting concepts to clients tailored to various audiences.
  • Implement recommendations and solutions, ensuring clients receive necessary assistance.
  • Liaise with clients to inform them of progress and facilitate decisions.
  • Advise clients on options, risks, cost vs. benefit, and impact on business processes and system priorities.
  • Ensure continuous improvement of processes and delivery of results within the assigned unit/area.
  • Organize, direct, and coordinate cross-functional activities, including staff not under direct managerial control.
  • Encourage innovation and focus resources to ensure successful delivery of desired results.
  • Apply quantitative risk assessment to team assignments to understand potential threats and their probability.
  • Lead teams in mitigating risks and applying contingency plans to ensure minimal customer impact.
  • Provide leadership to respond to business opportunities/challenges, new technologies, legislation, and other environmental factors.
  • Oversee analysis of issues or needs and review recommended solutions.
  • Assess the impact of strategic business and technical changes on the environment.
  • Manage all activities within an assigned business unit/area.
  • Foresee organizational impacts and understand new technology implementation procedures, collaborating with other teams to facilitate transitions.
  • Optimize resource utilization by applying appropriate concepts, technologies, and workflows.
  • Accept direction and provide leadership to develop and maintain a high-performance work team.
  • Respond to feedback and champion process improvement initiatives by empowering their team to deliver quality services/products.
  • Implement solutions consistent with the company's strategic direction.
  • Keep abreast of current industry standards and trends.
  • Manage staff, including input to skills assessment, personal development plans, coaching, goal setting, performance reviews, and providing opportunities for maintaining industry knowledge and building customer relationships.
  • Manage departmental planning and administration, including budgeting, fiscal responsibilities, managing teams across geographic or functional areas, ensuring compliance with corporate standards and regulations, establishing metrics for operational excellence, developing short-term and long-term departmental plans, and consulting on vendor solutions.
  • Perform other duties as assigned or requested.

Requirements

  • Bachelor’s Degree in Information Technology, Management Information Systems, Computer Science or closely related discipline.
  • 5 years in a leadership / mentoring role.
  • 5 years of planning, implementing, maintaining and growing capabilities within relevant discipline.
  • 3 years of developing, communicating and presenting concepts to varying audiences.
  • Management experience in employee development plans, performance evaluations, and goals development.
  • Experience in budget administration and process improvement.
  • Knowledge and experience in developing strategic plans.
  • Demonstrated competency in the execution of multiple projects, including managing resources across multiple projects to meet goals.
  • Must comply with all Highmark Corporate Policies and IT Procedures, Standards and Strategies.
  • Must comply with ethical and legal standards and behavioral expectations as set forth in the code of business conduct and company policies.
  • Must comply with HIPAA, privacy policies, and data security guidelines.
  • Must comply with the company’s Code of Business Conduct, applicable federal and state laws, rules, and regulations, and company policies and training requirements.

Skills

  • Knowledge of company’s business practices and direction as well as familiarity with the company’s products and resources.
  • Knowledge of the assigned business unit/area's direction and practices.

Salary/Compensations

  • $118,400.00 - $196,800.00
