About the Role
TSIB is seeking an experienced Claims Manager to support complex construction-related claims for Turner Construction and other key clients across the Eastern Region. This is a front-line, hands-on role responsible for managing a diverse portfolio of construction general liability, construction defect, builders’ risk, and property damage claims, with a strong emphasis on NY labor law, litigation management, claim strategy, and stakeholder partnership. The role requires sound technical judgment, the ability to influence outcomes across carriers and counsel, and the credibility to serve as a trusted subject-matter expert to project leadership and Safety teams. The Claims Manager works closely with the Regional Director of Claims and serves as a strategic claims partner to Turner Risk Management, project teams, Safety, and insurer partners.
Responsibilities
- Manage a portfolio of complex construction-related claims, including construction general liability and bodily injury (NY Labor Law 240/241(6)), construction defect, builders’ risk and property damage, and multi-jurisdictional and layered insurance programs (OCIP/CCIP).
- Direct and oversee litigation strategy from inception through resolution, including early case assessment, defense counsel selection, discovery coordination, expert strategy, motion practice, mediation, and trial preparation.
- Evaluate liability, damages, coverage, and contractual risk transfer to develop defensible, outcome-driven resolution strategies.
- Oversee high-severity and catastrophic claims through litigation, mediation, arbitration, or settlement.
- Serve as a primary claims liaison between Turner Construction, Owner developers, insurers, TPAs, defense counsel, and brokers.
- Advocate with carriers on reserving, coverage positions, settlement authority, and litigation posture.
- Partner with the Regional Director of Claims on defense and coverage counsel selection, performance oversight, and escalation strategy.
- Participate in mediations, trials, and high-level claim strategy discussions as needed.
- Act as a claims subject-matter expert to Turner project teams, project leadership, and Safety professionals.
- Support incident response, investigation strategy, and evidence preservation in coordination with field teams.
- Provide practical, litigation-informed guidance to help reduce exposure and improve claim defensibility on active projects.
- Participate in project, Safety, and operations meetings as a claims and litigation resource.
- Analyze claim trends, reserve adequacy, and loss drivers across the Eastern Region portfolio.
- Prepare and present claim summaries, litigation assessments, and loss analyses to TSIB and client leadership.
- Identify opportunities for early resolution, cost containment, and continuous improvement.
- Serve as a technical resource and mentor to Claims Analysts and Claims Coordinators.
- Collaborate across TSIB Claims, Risk, Safety, Legal, and Operations teams.
- Contribute to the development and refinement of TSIB’s claims and litigation management best practices.
Requirements
- 7+ years of construction claims experience, gained at a carrier, broker, TPA, owner, or large contractor.
- Demonstrated experience managing litigated, high-severity construction claims.
- Strong background in litigation oversight, defense counsel management, and claim strategy development.
- Working knowledge of builders’ risk, construction defect, contractual risk transfer, and multi-layer insurance programs.
- Proven negotiation, analytical, and coverage evaluation skills.
- Ability to advise and partner with project executives, Safety leaders, and senior client stakeholders.
- Highly organized, analytical, and capable of managing multiple complex matters simultaneously.
