About the Role

The Compliance Officer is responsible for the day-to-day operation of CNY Quest, Inc.’s compliance program, ensuring adherence to internal and external regulations. This role involves identifying regulatory risks, designing internal controls, developing compliance programs, reviewing policies, and advising management on potential risks to ensure the agency operates legally and ethically.

Responsibilities

  • Oversee and monitor the adoption, implementation, and maintenance of the compliance program and evaluate its effectiveness.
  • Draft, implement, and update a compliance workplan.
  • Review CNY Quest, Inc.’s policies and procedures to ensure they meet regulatory requirements, are reviewed annually, and are implemented and followed.
  • Provide training and education on the compliance program to employees, volunteers, independent contractors, and the board of directors.
  • Conduct ongoing auditing and monitoring of all CNY Quest, Inc.’s programs.
  • Respond to compliance issues as they are reported or discovered.
  • Review and revise the compliance program, policies, and procedures at least annually, or when changes are required by law, regulations, or organizational experience.
  • Assist in establishing a method for improving efficiency, quality of services, and reducing vulnerability to fraud, waste, and abuse.
  • Investigate and independently act on matters related to the compliance program, including designing and coordinating internal investigations, documenting, reporting, coordinating, and pursuing corrective actions with all departments, contractors, and the State.
  • Coordinate and implement a fraud, waste, and abuse prevention program with program directors.
  • Meet all recordkeeping and documentation requirements.
  • Establish and provide clear documentation and compliance records required by CNY Quest, Inc., and other government agencies.
  • Schedule and coordinate internal reviews, summarize findings, and provide a written report to the agency Chief Executive Officer (CEO).
  • Report directly to the CEO, board of directors, and compliance committee at least quarterly on the progress with adopting, implementing, and maintaining the compliance program.
  • Maintain quality assurance by overseeing the completion of Corporate Compliance reports and Bureau of Certification reports, including follow-up and resolution of pertinent issues.
  • Monitor plans of correction to ensure proper implementation and quality improvement initiatives.
  • Conduct regular audits to ensure all billing and claim documentation is accurate (eVero).
  • Participate in Bureau of Program certification visits, exit conferences, and remediate issues from corporate compliance reviews.
  • Maintain ongoing communication with CNY Quest, Inc. Board of Directors and Compliance Committee Chairperson.

Requirements

  • Must possess knowledge of applicable Office for People with Developmental Disabilities (OPWDD), federal and state compliance regulations.
  • Valid New York State Driver’s license.
