About the Role
The Developer/Programmer Analyst (Software Developer 3) leads the coding, testing, debugging, and operational delivery of complex, enterprise-level applications within a state public safety agency. This role is responsible for modernizing software systems, analyzing database schemas, writing advanced SQL code, and optimizing application performance. The developer collaborates with cross-functional technical teams to coordinate programming projects, troubleshoot infrastructure anomalies, and establish standards that ensure operating efficiency and business continuity.
Responsibilities
- Oversee the coding, testing, debugging, and operational deployment of enterprise-level software programs.
- Lead and coordinate research and analysis for system modifications, software modernization, and new project proposals.
- Analyze proposed computer applications against hardware requirements, evaluate database schemas, construct SQL code, and deploy database triggers or packages.
- Develop, implement, and maintain specialized software programs to supplement, enhance, and scale core systems software.
- Troubleshoot complex application issues by analyzing system logs, messages, thread connectivity, memory utilization, disk I/O, and disk space.
- Recommend, coordinate, and execute configuration changes to improve application throughput and system performance.
- Establish and maintain robust backup and restore processes for disaster recovery and business continuity.
- Coordinate, assign, track, and review the work of programming staff.
- Develop comprehensive technical standards, programming procedures, system flowcharts, diagrams, and end-user documentation.
- Collaborate with cross-functional staff to schedule tasks, manage programming projects, and coordinate production runs.
Requirements
- 15 or more years of professional experience in Java application development.
- 10 or more years of hands-on SQL database experience, including database design, querying, and schema analysis.
- 8 or more years of experience developing and sustaining large-scale, enterprise-level applications within collaborative team environments.
- 5 or more years of professional experience working within Linux operating system environments.
- 8 or more years of experience working with the Atlassian tool suite, with specific expertise in Jira.
- 8 or more years of experience working within Agile/Scrum software development methodologies.
- 2 or more years of experience supporting state-level government applications or public safety systems.
- 2 or more years of experience transitioning legacy mainframe environments to modern Java and SQL databases.
