About the Role

The Senior Data Analyst / Systems Analyst designs, develops, and delivers technology solutions for large-scale integrated eligibility systems. This role translates complex business objectives into technical specifications, conducts JAD sessions, elicits requirements, and documents business processes. Leveraging strong SQL capabilities and data quality analysis, the analyst will design interactive dashboards, establishing key performance indicators (KPIs) and performance measures to support data-driven decision-making across the software development lifecycle (SDLC).

Responsibilities

• Analyze user requirements, operational procedures, and business problems to automate processing and improve existing systems.
• Conduct structured Joint Application Design (JAD) sessions, elicit business requirements, and document analytical findings and business processes.
• Perform data quality analysis, developing and executing complex SQL queries and joins to translate business needs into actionable insights.
• Write detailed descriptions of user needs, program functions, and steps required to develop or modify systems.
• Review system capabilities, technical specifications, and scheduling limitations to evaluate program feasibility.
• Identify alternative technology solutions and perform cost/benefit analyses to support decision-making.
• Confer with organizational units to summarize data inputs, outputs, and report formats.
• Design and build interactive dashboards, establishing relevant performance measures and KPIs to support data-driven decision-making.
• Translate complex data findings into structured diagrams, technical specifications, and analytical reports.

Requirements

• 8 or more years of experience in IT supporting the design, development, or delivery of technology solutions.
• 8 or more years of experience working with integrated eligibility systems, including full SDLC involvement from requirements gathering through implementation.
• 8 or more years of experience in business analysis and data analysis.
• 8 or more years of experience conducting JAD sessions, eliciting requirements, and documenting business processes and data analysis findings.
• 8 or more years of experience using SQL, including creating and executing complex database queries and joins.
• 8 or more years of experience performing data quality analysis.
• 8 or more years of experience designing dashboards, including defining performance measures and KPIs.
• 4 or more years of experience with state-level integrated eligibility redesign systems.

Skills

• Exceptional requirements elicitation, business process mapping, and documentation skills.
• Strong SQL development capabilities for complex data extraction and data quality evaluations.
• Proven ability to design highly visual and impactful data dashboards, KPIs, and performance metrics.
• Highly collaborative mindset with the communication skills necessary to lead JAD sessions and bridge business and technical teams.
