About the Role
Implement and maintain effective property management systems and procedures for critical building infrastructure, mechanical, electrical, vertical transportation, and public health services. Protect and enhance landlord-owned plant and equipment, while contributing to the health, safety, and wellbeing of building users. This may include setting up these systems in new buildings.
Responsibilities
- Organize and attend monthly meetings with service partners.
- Monitor and analyze plant and system functionality via Building Management System.
- Perform random checks of critical plant operation and report findings.
- Review contractor reports, proposals, and KPIs.
- Conduct regular audits and inspections of plant areas and equipment.
- Ensure statutory compliance and risk management according to client and business expectations.
- Review planned and reactive maintenance to manage building infrastructure resilience.
- Attend site during annual power downs and essential works, and be available for emergency call-outs.
- Verify contractor Risk Assessments, insurances, and accreditations are up-to-date.
- Ensure the Pressure Vessel Written Scheme is current.
- Manage Water Treatment regimes and ensure logbooks are up-to-date.
- Manage Lift Inspections status and report findings.
- Ensure all statutory inspections are completed by due dates and monitor actions.
- Report accurately via the business risk management system, demonstrating risk management and providing an audit trail.
- Provide day-to-day technical and operational support to the property management team and occupiers.
- Support the use of a Permit to Work System and check method statements/risk assessments.
- Liaise with the building management team and occupiers regarding operational and technical matters.
- Undertake regular audits of the maintenance program.
- Review call out sheets and investigate as necessary.
- Review CAFM system, including PPM and reactive works.
- Perform random verification of PPM works.
- Prepare and manage engineering service charge budgets, including procurement.
- Control budgets, prepare specifications, raise orders/instructions/contracts, and verify invoices.
- Develop, implement, and manage environmental and energy conservation programs.
- Advise on potential problems, improvements, and cost savings.
- Analyze monitoring and targeting reports and take necessary action.
- Arrange and action recommendations from independent energy audits.
- Analyze and manage engineering data/reports, ensuring appropriate follow-up.
- Identify and agree specialist consultant roles and review their briefs.
- Manage other audit reports and monitor progress.
- Implement, manage, and develop the Ventify planned maintenance system.
- Develop and maintain the base building asset register.
- Review and develop site-specific maintenance tasks.
- Ensure drawings and O&Ms are updated to reflect system changes.
- Develop, implement, and maintain a site-specific Plant Replacement Programme.
- Ensure engineering service specifications, contracts, and documentation accurately represent service requirements.
- Assist in the preparation of contract documentation, including tender documents, agreements, and specifications.
- Manage tendering procedures and analyze tenders.
- Undertake post-tender interviews.
- Agree and/or produce a client contract placing report.
- Manage contractors closely during mobilization and completion.
- Appraise the building management team of new developments or problematic issues.
- Report on any emergency incidents.
- Report on concerns relating to plant operation or failure to maintain resilience.
- Report on occupier conflicts or relationship issues.
- Ensure electronic security systems are fully operational and maintained.
- Liaise with the Engineering and Design Consultancy Systems Department as required.
- Ensure maintenance contracts are in place.
- Ensure engineering standards executed in building management meet promoted standards and operational manual details.
Requirements
- Previous experience of contract management is ideal.
- Knowledge of compliance with current legislation, including water quality, statutory maintenance tasks, lift inspections, and Health and Safety.
- Understanding of the technical operations of plant and equipment.
- Experience of compliance and implementing a Permit to Work system.
- Experience and knowledge of SFG 20 or PPM.
- Experience with CAFM systems, including setup and maintenance.
- Knowledge of managing budgets and compiling reports.
- Ability to review data and utilize it for optimal outcomes.
- Experience working across teams, including internal teams, clients, and service partners.
- Knowledge of processes such as the tender process and mobilization.
- Experience in ensuring processes and guidelines are adhered to in line with required standards.
