About the Role

To implement and maintain effective property management systems and procedures for critical building infrastructure, including Mechanical, Electrical, Vertical Transportation, and Public Health Services. This role ensures the continuity of service, protects landlord-owned assets, and contributes to the health, safety, and wellbeing of building users. Responsibilities may include setting up systems in new buildings and potentially line management.

Responsibilities

  • Organize and attend monthly meetings with service partners.
  • Review contractor reports, proposals, and KPIs.
  • Ensure maintenance contracts are in place, managing renewals and variations.
  • Monitor and analyze plant and system functionality using the Building Management System (BMS) or other tools.
  • Conduct random checks of critical plant operations and report findings.
  • Perform regular audits and inspections of plant, equipment, and related areas to ensure maintenance and statutory compliance.
  • Review planned and reactive maintenance to manage risks to building infrastructure and occupiers.
  • Attend site during annual power downs and essential works.
  • Be available for emergency work or call-outs.
  • Ensure compliance with current legislation and business standards.
  • Verify contractor documentation, including risk assessments, insurance, and accreditations.
  • Maintain up-to-date Pressure Vessel Written Schemes and contractor Emergency Lighting log records.
  • Manage water treatment regimes and ensure Water Treatment Manuals are current.
  • Ensure all statutory inspections are completed by due dates and monitor progress of actions.
  • Undertake accurate reporting via the business risk management system.
  • Provide day-to-day technical and operational support to the Property Manager, property management team, and occupiers.
  • Support building management with the Permit to Work system and review method statements.
  • Liaise with building management and occupiers on operational and technical matters, including plant shutdowns and works impacting occupiers.
  • Undertake regular audits of the maintenance program.
  • Review call-out sheets and investigate as necessary.
  • Review CAFM system, including PPM and reactive works.
  • Conduct random verification of PPM works.
  • Prepare and manage engineering service charge budgets, including procurement.
  • Scrutinize remedial work quotes and ensure financial soundness.
  • Prepare relevant specifications, raise orders/instructions/contracts, and verify invoices.
  • Assist in managing Environmental and Energy Conservation Programs, advising on potential savings and improvements.
  • Analyze monitoring & targeting reports and take necessary action.
  • Analyze and manage engineering data/reports, ensuring appropriate follow-up.
  • Identify and agree on specialist internal consultant roles and review consultant briefs.
  • Manage other audit reports and monitor progress.
  • Implement, manage, and develop the Elogbooks planned maintenance system.
  • Develop and maintain the base building asset register.
  • Review and develop site-specific maintenance tasks.
  • Ensure drawings and O&Ms are updated.
  • Develop, implement, and maintain site-specific plant replacement programs.
  • Produce and ensure engineering service specifications, contracts, and documentation meet requirements.
  • Assist in the preparation of contract documentation, including tender documents, agreements, and specifications.
  • Manage tendering procedures, including tender analysis and post-tender interviews.
  • Manage contractors during mobilization and completion.
  • Ensure electronic security systems are operational and maintained.
  • Report concerns regarding plant operation.
  • Liaise with the Engineering and Design consultancy regarding contract specifications, maintenance regimes, auditing, and equipment upgrades.
  • Ensure engineering standards align with Board-promoted standards and operations manuals.
  • Attend quarterly occupier performance presentations and Green meetings.
  • Keep property management informed of new developments or problematic issues.
  • Work closely with building management to resolve tenant technical issues/queries.
  • Be familiar with planned and ongoing projects and oversee work during programs.
  • Advise the surveyor and Property Manager of potential threats, reputational damage, major incidents, or accidents related to technical aspects of the building.
  • Report on occupier-related issues or issues involving the HSE or EHO in partnership with the Property Manager.

Requirements

  • Previous experience of contract management.
  • Knowledge of compliance with current legislation, including water quality, statutory maintenance tasks, lift inspection, and Health and Safety.
  • Understanding of the technical operations of plant and equipment.
  • Experience of compliance and implementing a Permit to Work system.
  • Experience and knowledge of SFG 20 or PPM.
  • Experience with CAFM systems, including setup and maintenance.
  • Knowledge of managing budgets and compiling reports.
  • Ability to review data and utilize it for optimal outcomes.
  • Experience working across teams, including internal teams, clients, and service providers.
  • Knowledge of processes such as the tender process and mobilization.
  • Experience ensuring processes and guidelines are adhered to in line with required standards.
