About the Role

Support the Development & Commercial Advisory team in delivering high-quality MEP cost management services for projects across Japan. Prepare MEP cost estimates, quotations, and tender documents, ensuring accurate measurement, valuation, and financial reporting. Provide market insight on trends, pricing, and procurement methods. Review variation orders, conduct cost analysis and value engineering, and support negotiations. Collaborate with clients and project teams, offering proactive problem-solving and expert advice on commercial and contractual matters. Ensure compliance with Japanese regulations, standards, and local construction practices.

Responsibilities

  • Prepare MEP cost estimates, quotations, and tender documents
  • Ensure accurate measurement, valuation, and financial reporting of MEP works
  • Provide market insight on material and labour trends, subcontractor pricing, supplier networks, procurement methods, and long-lead equipment
  • Review variation order quotations
  • Conduct cost analysis and value engineering
  • Support negotiations with contractors, subcontractors, vendors, and suppliers
  • Collaborate with clients and project teams through key meetings and design reviews
  • Provide proactive problem-solving and expert advice on commercial and contractual matters
  • Ensure all commercial activities are delivered in compliance with relevant regulations, standards, and local construction practices in Japan
  • Create cost estimates, calculations, and tender documents for mechanical and electrical equipment (MEP)
  • Perform quantity surveying and progress valuation for MEP works
  • Analyze and understand market trends in material costs, labor costs, subcontractor pricing, and general contractor markups for MEP specialized works
  • Understand business practices and relationships between general contractors and MEP subcontractors in Japan
  • Conduct market research and analysis on domestic suppliers and overseas manufacturers' domestic agents/distributors for key equipment such as generators, UPS, and chillers
  • Understand typical procurement methods and supply chains in the Japanese construction industry
  • Participate in key meetings (online/in-person) and design reviews to manage project progress
  • Implement appropriate management of construction costs and financial reporting
  • Review quotations for additional/change orders for MEP works and negotiate prices with construction companies as necessary
  • Optimize project costs, particularly in the MEP field, by conducting cost analysis and value engineering
  • Proactively address issues and facilitate smooth communication with stakeholders
  • Understand common construction contract types and terms used in Japan
  • Manage and coordinate contracts and negotiate with clients, general contractors, specialized subcontractors, vendors, and suppliers
  • Provide expert advice on contractual issues and dispute resolution
  • Ensure all commercial and procurement activities comply with relevant laws, regulations, industry standards, and internal policies

Requirements

  • Strong experience in MEP cost estimating, quantity measurement, tendering, and commercial management within construction, project, or development environments
  • Good understanding of the Japan construction market, including general contractor and MEP subcontractor relationships, procurement methods, supply chains, and local pricing practices
  • Familiarity with suppliers and agencies supporting key long-lead equipment such as generators, UPS, chillers, and other critical MEP systems
  • Strong commercial awareness, with the ability to assess variation orders, support negotiations, manage cost reporting, and contribute to value engineering initiatives
  • Effective communicator with a proactive and collaborative working style, comfortable engaging with culturally diverse teams across Asia Pacific
  • Good understanding of the typical construction contracts used in Japan, with the ability to support contractual compliance, quality assurance, and commercial decision-making
  • Native-level Japanese language proficiency
  • English communication skills sufficient for business operations (spoken and written)
  • 8+ years of experience in cost consulting within the engineering field
  • Excellent communication and interpersonal skills
  • High attention to detail and accuracy, with strong organizational and work management skills
  • Experience in cost management within a consulting firm
  • Ability to manage multiple projects and tasks simultaneously, setting appropriate priorities
  • Ability to work autonomously and collaboratively with diverse stakeholders
