About the Role
This hands-on role supports hiring, onboarding, employee records, policy acknowledgments, training documentation, attendance and leave tracking, compliance files, payroll, and MAS billing documentation follow-up for Cathay Express Transportation, Inc. The position strengthens the connection between HR, compliance, operations, dispatch, customer service, and billing.
Responsibilities
- Support job postings, applicant tracking, interview scheduling, candidate communication, and onboarding coordination.
- Coordinate background checks, references, work authorization, required forms, acknowledgments, and employee file setup.
- Track orientation, training requirements, missing items, and new-hire readiness through completion.
- Maintain organized employee records for management review, audits, client requests, and compliance follow-up.
- Support tracking of 19-A, drug and alcohol, safety, training, policy, certification, and other compliance documentation.
- Escalate missing, expired, incomplete, or inconsistent records to HR, Safety, Compliance, Operations, and leadership.
- Track callouts, lateness, attendance issues, leave requests, and related employee documentation.
- Support sick leave, PTO, FMLA, corrective action documentation, investigation support, and employee follow-up.
- Identify recurring attendance, documentation, or compliance trends that require management attention.
- Review MAS, RouteGenie, dispatch, and operating records for missing or inconsistent trip documentation.
- Track and follow up on NPUs, no-shows, refusals, standing orders, mileage issues, stretcher, wheelchair, and two-person assist documentation.
- Coordinate with dispatch, customer service, drivers, operations, and billing to resolve documentation issues before billing or dispute review.
- Support payroll and timekeeping follow-up by reviewing missing punches, schedule changes, attendance notes, and manager approvals.
- Maintain trackers for open HR, compliance, payroll, and billing-support items.
- Prepare routine updates for leadership on open items, aging issues, documentation gaps, and recurring trends.
- Perform other duties as assigned to support safe, compliant, well-documented, and efficient operations.
Requirements
- Minimum of two (2) years of HR administration, operations administration, compliance, billing support, transportation, healthcare, or related experience preferred.
- Experience maintaining confidential employee, customer, billing, or compliance records.
- Strong organizational skills and ability to manage multiple trackers, deadlines, documents, and follow-up items.
- Must be at least 21 years of age.
- Must be willing to submit to required background checks and comply with Company drug testing requirements.
- Must be legally authorized to work in the United States.
- Ability to work on-site in a fast-paced office and transportation operating environment.
- Ability to sit and stand for extended periods.
- Ability to use a computer and phone system.
- Ability to communicate clearly.
- Ability to review detailed employee and trip documentation.
- Ability to move through office, dispatch, and operating areas as needed.
Skills
- Strong computer skills, including Microsoft Word, Excel, Outlook, shared files, and digital tracking tools.
- Ability to handle confidential information with professionalism, discretion, and sound judgment.
- Strong communication skills with employees, managers, dispatch, billing, HR, compliance, and leadership.
- Strong attention to detail with employee records, attendance documentation, trip documentation, and compliance files.
- Experience in NEMT, paratransit, school transportation, public transit, healthcare, or mobility operations.
- Familiarity with MAS, RouteGenie, Medicaid transportation documentation, trip records, billing support, or denial follow-up.
- Familiarity with onboarding, employee relations support, attendance tracking, leave documentation, policy acknowledgments, or compliance files.
