Responsibilities
- Oversee grant processes, business development, and partnerships with local organizations.
- Collaborate with sector heads, finance, and operations on compliance, donor regulations, and reporting.
- Support business development by seeking new donor opportunities, submitting concept papers, and new proposals.
- Coordinate monthly, quarterly, and annual reporting.
- Assist in program design, implementation, and monitoring and evaluation.
- Contribute to the harmonization of grant management and program implementation strategies.
- Support the Country Director in planning for positioning and capturing new funding opportunities.
- Develop and lead the program growth strategy in El Salvador and Honduras.
- Research and analyze donor priorities and identify engagement opportunities.
- Develop capture plans for upcoming funding opportunities, including identifying staffing needs.
- Design and lead IRC's positioning efforts in El Salvador and Honduras.
- Meet with donors, UN agencies, and NGOs to explore potential partnerships.
- Coordinate the development of quality proposals, ensuring collaboration with relevant teams.
- Review donor agreements and coordinate their review with IRC headquarters.
- Manage grant signatures as needed.
- Ensure IRC grants are well-administered and implemented in compliance with donor regulations and IRC procedures.
- Obtain compliance guidance from headquarters as needed.
- Ensure high-quality, well-written, and timely reporting that meets donor and IRC requirements.
- Act as the focal point for communications with headquarters grant management and compliance functions.
- Monitor and analyze IRC's performance against strategic ambitions.
- Promote effective partnership approaches and make recommendations to the Senior Management Team.
- Support pre-award responsibilities, including partner identification and due diligence.
- Facilitate competitive and non-competitive partner selection processes.
- Promote partner collaboration in program design and resource allocation.
- Manage vetting and Partnership Capacity Assessment (PCA) review processes.
- Determine appropriate partnership agreement types and draft agreements.
- Lead the design and execution of monthly grant monitoring meetings.
- Support the MEAL team in developing and maintaining program monitoring and evaluation tools.
- Monitor and support the use of management tools like Budget vs. Actual (BVA).
- Contribute to the implementation of Project Cycle Meeting (PCM) initiatives.
- Contribute to the development of robust data collection and M&E plans within proposals.
- Assist field staff in monitoring activity implementation under grants and contracts.
- Develop grant management capacity of field staff through training and support.
- Conduct monitoring visits to field locations.
- Ensure quality information management related to grants by overseeing grant file maintenance and reporting schedules.
- Ensure OTIS, shared drive, and hard copy data are up-to-date for all assigned proposals and grants.
- Act as a custodian of institutional knowledge and program activity documentation.
Requirements
- University degree in International Relations, Social Sciences, Business Administration, Political Science, International Development, or related fields.
- Master's degree in International Development, International Cooperation, Business Administration (MBA), Public Policy, Project Management, Development Studies, Humanitarian Action, or related disciplines.
- At least 5 years of experience leading business development, grant management, and strategic partnership functions.
- Proven track record of success in resource mobilization and competitive proposal development.
- Demonstrated experience leading complex, high-value proposal development processes.
- Solid knowledge of funding regulations, policies, and financing mechanisms of key donors (USAID/BHA, PRM, UNHCR, UNICEF, ECHO/EU, SIDA, FCDO, UN, private donors).
- Experience in contractual compliance and risk management.
- Demonstrated ability to develop and implement growth and institutional positioning strategies.
- Extensive experience in managing multi-donor portfolios and overseeing the full grant cycle.
- Strong understanding of results-based management principles, theory of change, logical frameworks, M&E, and program design in humanitarian and development contexts.
- Experience supervising and developing high-performing teams.
- Excellent negotiation, communication, and influencing skills.
- Demonstrated ability to manage multiple priorities, work under pressure, and respond effectively to changing environments.
- Knowledge and experience working in Central America, particularly Honduras and/or El Salvador, is highly valued.
- Full professional proficiency in Spanish and English (oral and written).
- Advanced proficiency in Microsoft Office Suite (Word, Excel, PowerPoint), collaboration platforms, and grant management systems.
- Availability for frequent travel within Honduras, El Salvador, and other regional countries.
