About the Role

The Design Manager performs design project management, design review, and construction observation for DASNY’s construction projects. This role also provides third-party reviews of projects to ensure conformance with DASNY and customer agency guidelines, project goals, and applicable codes and regulatory requirements.

Responsibilities

  • Manages the project development during the pre-design and design phases, including client and consultant meetings, and managing consultant contracts.
  • Performs periodic site visits to monitor the quality of design and construction work.
  • Monitors construction activities, including review and approval of change orders and project inspections.
  • Reviews highly technical designs, plans, specifications, addenda, and change orders.
  • Reviews highly technical architectural/engineering reports and studies.
  • Provides technical assistance and recommendations to staff and clients.
  • Coordinates with Project Management to resolve project issues.
  • Performs independent investigations of specific problems, including architectural/engineering analysis.
  • Consults with regulatory agencies regarding interpretations and applications.
  • Monitors consultant services and reviews their submissions.
  • Prepares reports for management and clients.
  • Assists in the development, compilation, and distribution of technical data.
  • Acts as a liaison between DASNY and clients/government agencies.
  • Provides plan reviews for healthcare projects under Title 10 Public Health Law.
  • Assists in the design, development, and/or testing of computerized systems/applications.
  • Assists in the preparation of internal design work and modifications.
  • Assists in the preparation of requests for proposals and consultant selection.
  • Identifies new projects and violations.
  • May train and evaluate employees.
  • Assists Management in policy development.
  • Develops, documents, and implements procedures.
  • Assesses, develops, and implements internal controls.
  • Undertakes special assignments as directed.
  • Maintains regular attendance in accordance with DASNY policies.
  • Adheres to the NYS Information Security Policy Standards.

Requirements

  • Bachelor's degree; minimum five years’ relevant architectural experience with building and/or facilities construction.
  • Two years of supervisory experience or successful completion of designated supervisory training during probation.
  • Associates degree may be substituted with at least eight years of relevant experience and two years of supervisory experience or successful completion of designated supervisory training during probation.
  • Must possess a valid driver’s license.

Skills

  • Demonstrated ability to work independently and exercise sound judgment.
  • Excellent oral and written communications skills.
  • Demonstrated analytical skills.
  • Proficiency in PC applications, such as Outlook, Excel, Word, Access.
  • Knowledge of Project Management software.
  • Ability to adapt to evolving technology.
  • Ability to read and interpret Codes and regulatory requirements.
  • Ability to review for compliance.

Salary/Compensations

  • $107,231 - $133,274
