About the Role

The Asset & Capital Management (A&CM) Division at NYCHA is seeking a Construction Field Inspector to monitor contractors performing new construction, rehabilitation, repairs, alterations, and structural maintenance. This role is crucial for ensuring compliance with contract specifications, safety requirements, and project timelines, contributing to the modernization and preservation of NYCHA properties.

Responsibilities

• Review and inspect contractors' work for compliance with plans, contract specifications, prevailing wage, and site safety requirements.
• Ensure contractors obtain required permits and approvals.
• Review and recommend action on contractor schedules to ensure appropriate sequencing and minimize interference with building functions.
• Evaluate contractor performance and report discrepancies.
• Issue field memoranda to enforce contract compliance and recommend actions for non-compliance.
• Order contractors to stop work due to site conditions or non-compliance.
• Make recommendations regarding liquidated damages and other contract enforcement mechanisms.
• Conduct pre-construction, progress, and exit meetings.
• Interact with resident leaders and property management staff on job-related issues.
• Review and approve contractor payment requisitions.
• Maintain accurate project records and update the project management system.
• Ensure the formulation and completion of punch lists.
• Review and recommend action on contractor requests for time extensions.
• Collaborate with the project management team, architect, or engineer on change orders, document interpretation, and shop drawing approvals.
• Maintain familiarity with applicable building codes and governmental regulations.
• Prepare daily, weekly, and monthly reports on work progress.

Requirements

• Six years of full-time paid experience as an architect, engineer, construction superintendent, mason, carpenter, plasterer, iron worker, and/or inspector of construction, with one year in a supervisory capacity.
• Four years of experience as described above, plus two years of education in an accredited college or technical school related to construction, or education toward a baccalaureate degree in Engineering, Architecture, or Engineering Technology.
• At least one year of experience as described above, plus completion of an approved five-year apprenticeship program in housing construction inspection.
• Completion of three years of apprenticeship in housing construction inspection plus either three years of experience as described above (one year supervisory) or one year of experience as described above (one year supervisory) and two years of education as described above.
• Equivalent education and/or experience to the above criteria.
• All candidates must have at least one year of supervisory experience in construction inspection.
• Applicants who did not take and pass the Associate Inspector (Housing Construction) civil service exam administered on 01/27/26 may not be considered.
• Applicants not reachable on the established civil service list may be replaced with an eligible candidate.
• If appointed provisionally, no tenure or permanence accrues.
• Consideration for candidates with permanent civil service status in the title of Construction Project Manager L1.
• Candidates may be given a skills assessment.
• NYCHA employees applying for transfer, promotional, title or level change must have served one year at current location and in current title/level.
