About the Role

The Transportation Planning and Management Division (TPM) supports New York City's economic and social vitality by ensuring the safe, efficient, and environmentally responsible movement of people and goods. The Design & Construction (D&C) unit oversees geometric design elements of NYC roadways, managing curb geometry, street plans, pavement markings, and bus priority infrastructure. This role specifically supports the Bus Action Plan, focusing on implementing citywide bus priority and passenger safety efforts aligned with Vision Zero initiatives.

Responsibilities

Manage all aspects of the Bus Action Plan, including projects associated with resurfacing, Street Improvement Projects, and other capital and operational initiatives.
Coordinate the implementation of bus priority projects to deliver safety improvements.
Support Street Improvement Projects and maintain a state of good repair across the broader transportation network.
Establish standards and workflows, balance workloads, and monitor project performance.
Support training and knowledge-sharing to ensure consistent project delivery.
Coordinate bus priority projects with resurfacing programs.
Participate in interagency and internal meetings.
Work with Borough Commissioners’ offices, agency leadership, planning units, contractors, and in-house staff.
Assist in managing multiple projects, ensuring work is properly assigned, prioritized, and tracked to meet performance targets and Key Performance Indicators.
Expand a safe, fast, and reliable bus network.
Lead collaboratively, communicate effectively, and support staff development.
Maintain a strong focus on accountability and continuous improvement.

Requirements

Must be serving permanently in the Transportation Specialist Title, or be reachable on the Civil Service List.
Possess a driver's license valid in the state of New York with no restrictions, which must be maintained throughout employment.
New hires must reside in NYC for the first two years of employment.
Appointments are subject to OMB approval.

Education Level

Master's degree in transportation engineering, mathematics, urban planning, architecture, landscape architecture, urban studies, or related physical and social science fields
Baccalaureate degree in engineering from an accredited college and one year of full-time satisfactory experience performing technical work on roadway transportation and traffic studies and area-wide traffic programs
Baccalaureate degree from an accredited college and two years of full-time satisfactory experience as described above
Associate degree or completion of 60 semester credits from an accredited college and four years of full-time satisfactory experience as described above
Four-year high school diploma or its educational equivalent and six years of full-time satisfactory experience as described above
To be assigned to Assignment Level II, an additional year of experience is required.
To be assigned to Assignment Level III, an additional two years of experience is required.

The Division’s responsibilities include planning, street design, technical analysis, signs, transit development, freight mobility and markings, ensuring the safety of motor vehicle occupants, pedestrians, and cyclists.
TPM’s Design & Construction (D&C) unit has professional engineering oversight for geometric design elements of NYC roadways.
We draw on expertise and talent of Civil Engineers, Urban Designers, Planners, Asset Managers, Inspectors, Administrators, Analysts, and others to evolve and maintain the curb geometry and street plans for all NYC’s 6300+ miles of roads, create and maintain official pavement marking and concrete island plans, and oversee the application and refurbishment of NYC’s 250+ million linear feet of pavement markings (stripes, messages, colored surface treatments for bus/bike/plaza, etc.).
