About the Role
The Engineering Audit Department performs independent audits of payment requests and change orders for New York City funded construction and construction-related work. Reporting to the Engineering Audit Officer, Engineering Auditors assist in performing these audits and change orders in accordance with NYC Comptroller’s Directive 7 and NYC Procurement Policy Board Rules.
Responsibilities
- Assist in desk audits to ensure contractors have fulfilled contractual obligations and the City has received appropriate value for payments requested.
- Perform field visits to evaluate work quality and progress, identifying defects and hazardous conditions.
- Verify contractor compliance with NYS prevailing wage requirements.
- Evaluate change orders for validity, cost reasonableness, and ensure they are not for work already required by the contract.
- Verify compliance with NYCHA policies, procedures, scopes, and contract terms.
- Document contractor progress, costs, and conformance.
- Schedule and attend stakeholder meetings to resolve payment and change order issues.
Requirements
- A four-year high school diploma or equivalent, and five years of experience managing/inspecting construction projects with a total cost of at least $300,000 per year.
- One year of the above experience and a baccalaureate degree in engineering, engineering technology, architecture, architectural technology, landscape architecture, construction, construction technology, or construction management.
- One year of the above experience and a valid professional engineer, registered architect, or registered landscape architect license.
- A four-year high school diploma or equivalent, and a combination of at least two years of experience and education as described above, totaling five years.
- Matriculation in an undergraduate college degree program can substitute for experience on a basis of 30 semester credits for one year of experience, up to three years.
- Candidates must specify project details: description, time period, work performed, and allotted money for each construction project.
- Must possess a motor vehicle driver license valid in the State of New York at the time of appointment and maintain it throughout employment.
- For Assignment to Level II, requires one additional year of experience in Assignment Level I or equivalent.
- For Assignment to Level III, requires two additional years of experience in Construction Project Manager Assignment Level I and II or equivalent, and a valid NYS driver license.
