About the Role
The New York City Department of Homeless Services (DHS) is seeking an Administrative Director of Social Services M-III to serve as a Program Administrator. This role is crucial for overseeing the administration of facilities, ensuring service provision, compliance with mandates, and responding to critical incidents. The position focuses on re-housing shelter populations and implementing programming initiatives to support vulnerable New Yorkers.
Responsibilities
- Administer directly operated and/or contracted facilities, ensuring services are provided in a safe and well-maintained environment.
- Ensure compliance with applicable mandates, agency standards, and regulatory requirements for shelter and conditions.
- Respond to critical incidents and significant events affecting client health and safety.
- Conduct routine site visits.
- Oversee program activities and social services for optimal delivery.
- Review and analyze program performance and placements against goals, targets, and outcomes.
- Identify needs and recommend improvements.
- Provide direction to enhance communication between the agency and providers.
- Confer with staff on programmatic and personnel issues.
- Supervise the shelter contracting process for compliance with terms, conditions, policies, and procedures.
- Evaluate Requests for Proposals (RFPs), participate in contract negotiations, prepare contract reports, and plan policies, procedures, and programs.
- Liaise with local Community Boards to foster cooperative community relationships.
- Work on special initiatives as needed.
Requirements
- Permanent in the Administrative Director of Social Services Civil Service title.
- Permanent in a comparable title eligible for 6.1.9 title change.
- Reachable with a score of 100 on the open competitive Administrative Director of Social Services exam (# 1121).
- A baccalaureate degree from an accredited college or university.
- Four years of progressively responsible experience in social services within a large governmental agency, business firm, civic, or community organization.
- One year of experience at the administrative or managerial level in social services.
- Graduate education or a license may substitute for up to three years of experience in social services, but not for the one year of administrative/managerial experience.
- Master’s degree in specific fields may substitute for two years of experience.
- 30 semester credits of graduate education in specific fields may substitute for each year of experience up to three years.
- A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.
- All candidates must have a baccalaureate degree and one year of administrative or management experience.
