About the Role

Supervise the Street Department’s construction field operations, including residential streets reconstruction, pavement repair, alley reconstruction, and overlay hybrid projects. Coordinate and manage multiple pavement improvement projects constructed with in-house crews. Oversee and inspect in-house and contractor construction work sites to ensure compliance with plans, specifications, and city standards.

Responsibilities

  • Supervise all daily activities for assigned in-house construction personnel, prioritizing, assigning, and directing work.
  • Manage personnel actions and coordinate cross-training and professional development for assigned staff.
  • Conduct detailed planning, scheduling, and pricing for projects with other field supervisors to meet quality, production, and budget goals.
  • Develop project timelines, milestones, and costs to ensure completion within timeframe and budget.
  • Track equipment, labor, and materials used on various projects and work activities.
  • Collaborate with other department divisions on maintenance tactics to maximize pavement service life.
  • Perform asset condition assessments and prepare cost estimates for replacement or repair costs.
  • Update work performed on pavement assets using designated software and city-wide integrated platforms.
  • Oversee and inspect the work of contractors, coordinating with various stakeholders for successful project delivery.
  • Conduct frequent work site visits to evaluate progress, quality, safety, and conformance with city standards.
  • Prepare detailed records of daily work site activities and maintain project and administrative records.
  • Perform administrative duties to support daily division and department operations.
  • Ensure staff's consistent compliance with all safety protocols and participate in developing safety initiatives.
  • Provide quality customer service by responding promptly and professionally to customer issues.
  • Place orders for materials, tools, and contract services, and review/approve vendor invoices.
  • May be required to work nights, weekends, and holidays for special events, emergencies, or natural disasters.

Requirements

  • High School Diploma or General Equivalency Diploma (GED)
  • 5 years of experience in construction operations, construction inspection, or related field
  • 1 year of experience serving in a supervisory or lead role
  • Or an equivalent combination of education and experience sufficient to successfully perform the essential functions of the job.
  • Valid Texas Class A Commercial Driver’s License with a Tanker Endorsement or the ability to obtain within six months of hire
  • Valid Class C Texas driver's license

Skills

  • Knowledge of principles and practices of supervision and professional development
  • Extensive knowledge of City, State, and Federal Codes and Specifications relative to public works construction and maintenance
  • Knowledge of environmental controls and construction safety protocols, including work zone safety
  • Extensive knowledge of public works construction means & methods
  • Extensive knowledge of construction scheduling, sequencing, and work planning
  • Knowledge of construction materials sampling and testing procedures for public works projects
  • Skill in computer use and basic computer office software
  • Skill in high school level mathematics
  • Ability to read and interpret contracts, specifications and construction plans for public works projects
  • Ability to learn new technologies, procedures and tactics to advance business operations
  • Ability to work effectively with people to accomplish project goals
  • Ability to maintain a broad perspective on projects and anticipate problems
  • Ability to communicate effectively in writing and orally
  • Ability to deal tactfully and professionally with the public and various business partners
  • Ability to organize materials, equipment and labor in the completion of assigned jobs

Salary/Compensations

  • $23.75 - $34.40 per hour (Depending on qualifications and experience)
