About the Role

Performs routine to highly complex planning work for the Regional Water Planning Department, supporting, coordinating, and managing planning grant contracts for regional water plans. Serves as a liaison to regional water planning groups, providing technical and administrative assistance, reviewing plan drafts, and educating stakeholders. Supports regional water project development teams and assists in developing the state water plan.

Responsibilities

Serves as a liaison and provides direct technical and administrative assistance to three regional water planning groups.
Attends and represents the TWDB at regional water planning group meetings and public hearings.
Tracks progress and provides assistance to regional water planning groups.
Manages research and planning contracts for regional water planning and related studies.
Reviews and evaluates planning deliverables for compliance.
Performs routine contract management duties.
Collects, organizes, and analyzes data for plan development.
Prepares and evaluates reports and makes presentations.
Participates in technical, policy, and interagency planning meetings.
Supports and participates as a member of multi-disciplinary Regional Water Project Development teams.
Reviews applications for funding water-related infrastructure projects.
Assists in providing quality control review of SWIFT project prioritization information.
Maintains contact and membership data for assigned regions.
Ensures information for assigned regions is accurate and up to date on the TWDB website.
Assists in compiling, writing, and developing Board and policy items, and the state water plan.
Identifies, defines, and researches issues of strategic importance.
Participates in Supervisor-approved Career Development Plan activities.
Manages the Texas Water Bank and the Texas Water Trust.
Maintains confidential and sensitive information.
Ensures individual and team files are appropriately maintained and timely disposed of.
Maintains required certifications and licenses and meets continuing education needs.
May be required to operate a state or personal vehicle for business purposes.
Performs other duties as assigned.

Requirements

Graduation from an accredited four-year college or university with a bachelor's degree in Civil Engineering, Hydrology, Geology, Geography, Regional Planning, Public Administration or a related field.
Planner II: Two years of relevant work experience in planning-related work, civil engineering, hydrology, geology, geography, or public administration.
Planner III: Five years of relevant work experience in planning-related work, civil engineering, hydrology, geology, geography, or public administration.
Relevant education and experience can be substituted for each other on a year-for-year basis.
Graduate degree from an accredited college or university with major course work in City or Regional Planning, Civil Engineering, Hydrology, Geology, Geography, Public Administration, or a related field.
Three years of professional experience in water-related technical work or water planning.
Licensed as a Professional Engineer by the State of Texas.
Ability to meet agency in-office requirements.
Ability to make mature, objective decisions and identify areas of potential problems.
Ability to perform effectively and willingly when changes occur in scope and nature of the work and work environment.
Ability to perform routine and non-routine work assignments accurately and on-time with little or no supervision.
Ability to perform assigned duties and improve work habits and/or output.
Ability to complete assigned work, on time, neatly and with infrequent errors.
Ability to interpret policies, procedures, and regulations.
Ability to provide prompt, courteous and accurate assistance and clear and concise communication to all stakeholders both verbally and in writing.

Ability to manage multiple tasks.
Ability to stand/sit/move to perform activities such as retrieve/replace files in a large file system for boxes up to 30 lbs.
Ability and willingness to travel 25% of the time, primarily within the State of Texas.
Ability to operate a vehicle (state or personal) for state business and maintain a driver's license and driving record that complies with state and agency requirements.
Ability to work shifts that may exceed 8 hours, including early mornings, nights, and weekends.
Ability to train others.

Skills

Knowledge of local, state, and federal laws and regulations relevant to water planning and the Regional Water Planning Department.
Knowledge of the principles and practices of public administration.
Knowledge of hydrology, geology, and water planning principles relevant to Texas.
Knowledge of Texas water laws and institutions and the process for regional and state water planning.
Skills in using Microsoft Office programs such as Word, Excel, and Access.
Skills in use of internet, email, word processing, spreadsheet, presentation, and database software.
Skills in writing and preparing reports.
Ability to maintain the security or integrity of critical infrastructure within Texas.
Ability to evaluate planning material.
Ability to analyze and evaluate data.
Ability to complete multi-disciplinary planning projects involving diverse groups and stakeholders.
Ability to adhere to work schedules, follow procedures with respect to leave and submit accurate timesheets by prescribed deadlines.
