About the Role

The Construction Quality Engineer (CQE) implements the prime contractor's Quality Management Plan (QMP) for design-build projects, ensuring construction work meets contract requirements. Operating as an independent quality representative, the CQE coordinates quality control activities, conducts site walkthroughs, and liaises with the owner's quality assurance staff.

Responsibilities

  • Implement the project Quality Management Plan and recommend improvements.
  • Review contractor and subcontractor quality documents for validity and completeness.
  • Compile construction quality documents, prepare narratives, update logs, and certify Monthly Quality Reports.
  • Monitor construction work and material deliveries for adherence to Inspection and Test Plans (ITPs) and proper documentation.
  • Lead biweekly project quality meetings and participate in other construction progress meetings.
  • Lead quality kickoff meetings for new scopes of work.
  • Prepare for and participate in external audits by owner's representatives and other third parties.
  • Perform internal audits of contractor operations or subcontractor work.
  • Coordinate owner's QA activities at jobsite and offsite locations.
  • Maintain tracking logs of nonconformances (NCRs) and observations of deficient work, including status of corrective actions.
  • Maintain tracking logs of personnel quality certifications and inspection equipment calibrations.
  • Ensure documentation of NCR root-cause analyses and implementation of preventive actions.
  • Review submittals of construction documents, including shop drawings, construction work plans, and product data sheets.

Requirements

  • Must be a licensed Professional Engineer and currently registered in the State of New York or able to obtain New York reciprocity.
  • At least 7 years of DOT construction experience.
  • At least 5 years of combined experience in roles such as Project Manager, Superintendent, QA / QC Manager, Quality Engineer / Coordinator, or Project Engineer.
  • Ability to communicate clearly and professionally in client-facing situations.
  • Ability to work on active construction sites.
  • Ability to access bridges, elevated structures, scaffolds, work platforms, and confined spaces.
  • Ability to conduct field inspections in varying weather conditions.
  • Ability to wear required PPE and traverse uneven construction terrain.
