About the Role

The Texas Department of Family and Protective Services (DFPS) is seeking a Human Resources Executive Hiring Support Specialist to support executive and critical-position recruitment efforts across the agency. This position performs advanced human resources work involving workforce planning, recruitment, staffing consultation, policy interpretation, compliance review, and strategic hiring support. Works under limited supervision with considerable latitude for independent judgment and initiative.

Responsibilities

  • Support executive and leadership recruitment initiatives through workforce planning, candidate sourcing, screening, and selection support.
  • Analyze staffing needs, recruitment trends, and workforce data to develop hiring strategies and improve recruitment outcomes.
  • Review applicant qualifications and assist hiring managers in identifying qualified candidates.
  • Provide guidance to management and staff on recruitment policies, procedures, classification matters, and hiring requirements.
  • Interpret and apply state and federal laws, agency policies, and HR best practices to ensure compliant hiring decisions.
  • Coordinate recruitment activities, job postings, interview processes, and onboarding support.
  • Prepare reports, correspondence, and workforce metrics to support leadership decision-making.
  • Monitor recruitment effectiveness and recommend process improvements to strengthen hiring and retention efforts.
  • Maintain applicant tracking systems, recruitment records, and HR data to ensure accuracy and compliance.
  • Deliver training and technical assistance on recruitment-related policies and procedures.
  • Resolve complex staffing issues and provide recommendations to support effective workforce management.
  • Performs related work as assigned.

Requirements

  • Ability to maintain the security and integrity of the infrastructure per Governor Abbott Executive Order GA-48.
  • Knowledge of federal, state, and local laws and regulations governing human resources activities; the principles and practices of human resources management; and human resources programs such as employment, compensation, classification, employee relations and engagement, benefits, workers’ compensation, workforce planning, or organizational development.
  • Skill in oral and written communication; in conducting interviews; in using a computer and applicable software, including human resources-related applications; in problem solving; and in prioritizing and handling multiple tasks.
  • Ability to explain policies and procedures to staff and the public; to maintain confidential and sensitive information; to develop and analyze human resources processes; to establish and maintain effective working relationships with applicants, employees, and the general public; and to communicate effectively.
  • Ability to manage; to provide leadership and resolve conflicts, grievances, or disagreements in a constructive manner to minimize negative personal impact; to identify rules, principles, or relationships that explain facts, data, or other information; and to analyze information, make correct inferences, and draw accurate conclusions.
  • Graduation from high school or equivalent.
  • Graduation from an accredited four-year college or university.
  • Three years full-time consultative, supervisory, managerial, social service, professional, human resources, or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services experience.
  • One additional year full-time consultative, human resources, supervisory, managerial, social service, professional or technical work which must include: analysis of work problems having an administrative aspect and interpretation of complex written material; or planning, organizing, and coordinating requirements for support services or program operations where a wide range of demands are involved, including interpretation of complex written material or Texas Department of Family and Protective Services experience may be substituted on a year-for-year basis for the required education, with a maximum substitution of four years.
  • Graduate degree may be substituted for the required experience, with a maximum substitution of two years.
  • Experience supporting executive level staff is preferred.
  • Applicants selected for hire must pass a background check and if applicable a driver’s record check.
  • State of Texas employees are required to maintain the security and integrity of critical infrastructure as defined in Section 117.001(2), State of Texas Business and Commerce Code.
  • Applicants selected for hire comply with this code by completing related training and abiding by agency cybersecurity and communications system usage policies.
  • As a state agency, DFPS is required by Texas Administrative Code (TAC 206 and 213) to ensure all Electronic Information Resources (EIR) follow accessibility standards.
  • The staff must be familiar with the WCAG 2.1 AA and Section 508 to create accessible content including but not limited to; Microsoft Office documents, Adobe PDFs, webpages, software, training guides, video, and audio files.
  • DFPS uses E-Verify. You must bring your I-9 documentation with you on your first day of work.
  • Employees must provide documentation to DFPS to show their identity and authorization to work in the US.
