About the Role

The Texas Health and Human Services Commission (HHSC) Behavioral Health Medicaid Programs (BHMP) unit seeks a qualified candidate to serve as the Youth Empowerment Services (YES) Waiver Critical Incident Reporting (CIR) Subject Matter Expert (SME), or Program Specialist V. This role involves working under the general direction of the YES Waiver Director, functioning as part of a team dedicated to the oversight and management of the YES Waiver program for youth with serious emotional disturbances. The program aims to provide essential services that enable participants to live successfully in their communities while minimizing the risk of out-of-home placement.

Responsibilities

Provides complex consultative services and technical assistance to plan, implement, and monitor mental health program services, working closely with community-based providers and local mental health authorities.
Develops policies and procedures for program services implementation and monitoring, ensuring providers receive training and that periodic monitoring occurs.
Receives and tracks critical incidents, conducts trend analysis to inform program improvement, and participates in quality monitoring to ensure prompt resolution of identified problems.
Works with team members to determine necessary course corrections when program or provider goals are not being met.
Participates in internal and external work groups and task forces, representing the agency and providing subject matter expertise.
Gathers, assembles, correlates, and analyzes facts to interpret and apply policies and procedures.
Provides high-level technical assistance and training to YES Waiver service providers for critical incident reporting, including restrictive interventions and abuse, neglect, and exploitation (ANE).
Offers consultative services, analysis, and technical assistance to design, implement, and monitor solutions and improvements based on critical incident report assessments, focusing on child health, safety, and welfare.
Performs other duties as assigned.

Requirements

Graduation from an accredited four-year college or university with major coursework in human services, business administration, public health, public affairs, public policy, or a related field.
Experience with Medicaid programs.
Experience with data tracking using Excel.
Experience with mental health programs.
Ability to maintain regular work hours.
Ability to balance team and individual responsibilities.
Ability to exercise judgment and work independently with moderate direction.
