About the Role

The Assistant Director of HR for Payroll is a key leadership role providing strategic and operational oversight of all aspects of payroll operations for field employees, ensuring accurate, timely, and compliant processing of the Research Foundation (RF) payroll. This role involves supervising a team, serving as a subject matter expert, and ensuring adherence to payroll regulations within Workday and related systems.

Responsibilities

  • Supervise the Payroll Manager and Campus Payroll Coordinators in payroll operations.
  • Advise the CHRO and Associate Director of HR on payroll matters.
  • Oversee the implementation and administration of RFCUNY’s field payroll.
  • Ensure accurate and timely payroll processing according to schedules and deadlines.
  • Establish and maintain internal controls by auditing payroll processes for regulatory compliance.
  • Organize and review tax-related forms (W-4s, Visa-status).
  • Manage multi-state payroll processing and compliance for out-of-state employees.
  • Collaborate with RFCO Finance to resolve payroll discrepancies and bank reconciliations.
  • Act as the primary contact for payroll-related audit inquiries from RFCO internal Audit.
  • Manage the Glacier application for foreign national employee payroll and tax withholding.
  • Interact with principal investigators, project directors, grants officers, university staff, and external organizations regarding payroll.
  • Serve as the Workday Payroll lead, maintaining advanced knowledge of the module and system updates.
  • Perform month-end and year-end responsibilities and reconciliations.
  • Reconcile payroll-related liabilities (taxes, benefits, deductions).
  • Manage all year-end W2 activity, including systems access and communication.
  • Collaborate with HR, SIS, Finance, and Grants and Contracts on reports and system enhancements.
  • Identify problem areas, lead root cause analysis, and implement solutions.
  • Determine Payroll area workflow priorities and workload balance with the Payroll Manager.
  • Provide training, guidance, and support to Payroll staff and the field.
  • Participate in recruitment activities for the Payroll team and other HR areas.
  • Respond to payroll inquiries and complaints, conducting investigations as needed.
  • Perform additional responsibilities as assigned.

Requirements

  • B.A. or B.S. required in a related field (business, accounting, finance, or human resources).
  • Five (5) to Seven (7) years of payroll experience in the non-profit sector, preferably for a research-focused employer.
  • At least five (5) years of supervisory experience with a dedicated functional team.
  • Demonstrated hands-on experience with the Workday Payroll Module, including post-implementation support, issue resolution, and process optimization.
  • Strong working knowledge of Excel.
  • Superior communication skills, both oral and written.
  • Experience with training staff.
  • Proven customer relations skills.
  • Detail oriented.
  • Good problem-solving skills.
  • Strong multi-tasking abilities.
