About the Role
The Risk Management Specialist will identify and address potential risk for fraud within the Office of Housing Access and Stability. The Specialist will review cases of under-reported income and discrepancies between third-party systems and participant self-reports to enable the office to streamline operations and prevent program abuse and noncompliance.
Responsibilities
- Review participant, applicant, and owner-provided documents, comparing them to data in third-party systems to identify and resolve discrepancies.
- Conduct meetings with participants during the discrepancy resolution process to allow for engagement before making a final recommendation.
- Conduct research on system-generated reports to proactively identify potential risks and perform follow-up actions.
- Make recommendations regarding assistance, repayment agreements, or subsidy denial/termination based on research and participant interactions.
- Interpret tax documents and assess income generated from assets.
- Calculate overpayment amounts using available tools and systems when discrepancies are found.
- Collaborate with various units to ensure Section 8 voucher recipients are eligible for assistance.
Requirements
- Authorization to work in the United States is required.
- The NYC Department of Housing Preservation and Development does not provide sponsorship for international employees.
- Applicants are responsible for ensuring they meet all qualifying requirements at the time of application.
Skills
- Strong presentation and interpersonal communication skills.
- Comfort with technology, including Microsoft Office suite (Word, Excel, Access, PowerPoint).
- Knowledge of Section 8 and other rental subsidies.
- Knowledge of federal, state, and local housing laws and regulations.
- Collaborative and creative orientation for program design and change management.
- Strong research, analytical, and organizational skills.
- Attention to detail and ability to follow through on outstanding communication and actions.
