About the Role
The New York City Department of Transportation, Division of Bridges is seeking a Civil Engineer L3 to serve as a Project Manager. This role involves managing bridge capital design projects, overseeing design and construction phases, and ensuring the safety and mobility of the public on iconic and complex city projects.
Responsibilities
- Direct all functions during the design phase of a bridge reconstruction/rehabilitation project.
- Supervise engineering professionals and clerical employees.
- Analyze complex civil engineering projects to determine requirements, uncertainties, and constraints.
- Develop appropriate plans for project implementation.
- Apply leadership and teamwork skills to address project needs and manage risks.
- Review consultant submissions including plans, specifications, cost estimates, and environmental documents.
- Review consultant invoices, project schedules, and potential change orders.
- Coordinate with internal divisions and external agencies for document review.
- Attend field meetings and coordinate with contractors to resolve issues.
- Oversee the development of construction contract documents.
- Assist with Contractor Procurement efforts.
- Develop Resident Engineer Contracts to support construction.
- Assist in procurement for Resident Engineer Contracts.
- Utilize the Contract & Project Management System (CPMS) for rate approval and processing invoices.
- Coordinate with Division staff to ensure funding sufficiency.
- Prepare documents related to funding sufficiency.
- Update project schedules using the division's system.
- Manage and resolve project issues.
- Proactively manage project risks.
- Perform other related duties.
Requirements
- Must be serving permanently in the Civil Engineer 3 title or be reachable on the DOT promotional list.
- Four (4) years of full-time, satisfactory experience in civil engineering work.
- A valid New York State Professional Engineer’s License.
- Current New York State registration as a Professional Engineer must be maintained for the duration of employment.
- For Assignment Levels II and III, at least one year within the last three years of experience as a major contributor or project leader on a complex project requiring additional and specific expertise.
Skills
- Familiarity with environmental processes and design codes.
- Ability to communicate effectively in verbal and written form.
- Knowledge of current civil engineering design and construction practices and techniques in bridge rehabilitation and reconstruction.
- Proven experience as a Project Manager.
- Ability to multitask and work with multidiscipline teams.
- Experience supervising consultants.
- Experience managing multi-million-dollar bridge projects.
- Experience with contract administration.
- Experience with regulatory compliance.
- Experience in using Microsoft Dynamic 365 for project tracking.
- Proficiency in procurement and bidding processes for large-scale infrastructure projects.
- Demonstrated ability to coordinate with multiple agencies and stakeholders.
- Proven track record of budget forecasting.
- Proven track record of project scheduling.
- Ability to manage and prioritize multiple projects simultaneously.
