About the Role

The Senior Advisor to the VP of Bronx PHO will assist in the supervision and operations of administrative and tenancy functions within Property Management Operations. This role involves participating in the day-to-day management of these functions, improving service quality, resolving issues, and liaising with various departments and stakeholders.

Responsibilities

  • Manage day-to-day administrative and tenancy functions in close collaboration with the VP of Bronx PHO.
  • Develop, implement, and track priority projects and initiatives related to resident communication, rent collection, recertifications, court cases, Section 8 compliance, customer service, transfers, reasonable accommodations, relocations, vacancies, deceased tenants, family partnership referrals, rent calculation, remaining family member and grievance processes, and responses to external departments and stakeholders.
  • Assist in developing training programs for Property Managers and Housing Assistance staff in collaboration with PHTA and Learning and Development.
  • Collaborate with PHTA on enforcing administrative and tenancy policies, procedures, and best practices.
  • Serve as the Bronx VP’s primary liaison to NYCHA programs such as PACT, the Trust, and Comprehensive Modernization, ensuring compliance with program requirements.
  • Participate in and plan STAT meetings with Neighborhood Administrators and Housing Managers to review metrics, trends, policy issues, specific cases, production issues, staffing issues, and miscellaneous issues.
  • Assist in developing staffing and budgetary requests and decisions related to administrative and tenancy functions.
  • Communicate with internal and external stakeholders, including the Federal Monitor, residents, elected officials, partner agencies, employees, and civic groups on administrative and tenancy related issues.
  • Act as liaison between the Bronx VP and Senior Property Management Team, identifying challenges and developing solutions.
  • Ensure timely flow of information between the Bronx VP and the Senior Property Management Team.
  • Track and follow up on key deliverables at the Executive Team level.
  • Manage confidential data, including sensitive business, financial, and personnel information.
  • Manage other staff within the Office of the VP of Bronx PHO.
  • Visit and work from NYCHA developments and Borough Offices as needed to address and resolve issues affecting Property Management Operations.
  • Represent the Bronx VP of PHO in meetings and on committees.
  • Provide project management and support to the senior management team.
  • Diagnose and troubleshoot key organizational challenges on behalf of the Bronx VP of PHO.
  • Identify solutions with PHTA to drive efficiency and better service delivery.
  • Manage top priority initiatives requiring cross-disciplinary implementation across multiple departments and levels.
  • Review and analyze departmental operations and service delivery, making recommendations for enhancements.
  • Execute projects requiring utmost confidentiality and/or urgency.
  • Create presentations through research, analysis, site visits, and information gathering.
  • Review policy recommendations in collaboration with PHTA.

Requirements

  • A four-year high school diploma or its educational equivalent and six years of satisfactory, full-time, progressively responsible experience in real property management, at least 18 months of which must have been in a managerial capacity involving the supervision of a large staff of property management agents and/or housing development specialists and requiring independent decision-making concerning program management or planning, allocation of resources and the scheduling and assignment of work.
  • Progressively responsible experience must be demonstrated by a work history of promotions and/or assumption of increasingly responsible duties and assignments.
  • Experience in building construction or renovation; management of residential, commercial, industrial, or waterfront properties, including both renting and operating; or site management in connection with housing or with reconstruction/rehabilitation projects; supervision of receivership, tenant relocation and anti-abandonment work in housing and other properties, and buildings owned, managed, to be acquired by the City, or at risk of being abandoned; or building maintenance will be accepted up to a maximum of three years toward meeting the general requirements.
  • A baccalaureate degree from an accredited college and four years of experience described above, including eighteen months of experience in managerial capacity.
  • A satisfactory combination of education and/or experience equivalent to the above, with all candidates required to have eighteen months of managerial experience.
  • Education at an accredited college or university may be substituted for general work experience (but not for the 18 months of managerial experience) at the rate of 60 college semester credits for one year of acceptable experience up to a maximum of 4 years of college for 2 years of experience.
  • Experience in property management must have included both renting and operating the managed properties.
  • Experience in renting must have included interviewing prospective tenants, qualifying tenants' income and background, and/or assuring that vacancies are ready for occupancy.
  • Experience in operating must have included overseeing maintenance and repair of building operating systems, and overseeing staff to assure that necessary work is properly completed.
  • Experience in site management must have included on-site rental and maintenance of buildings.
  • Experience in relocation must have included negotiation with tenants to surrender leases for cash consideration or for an alternative site, and determining tenant eligibility for benefits.
  • Candidates that did not take and pass the civil service exam for Administrative Real Property Manager (administered 05/07/26) will potentially not be considered.
  • Applicants not reachable on the established civil service list will potentially be in jeopardy of being replaced with an eligible civil service candidate.
  • If this appointment is made on a provisional basis pursuant to 65 of the NYS Civil Service Law, no tenure or permanence accrues.
  • This position is open to qualified persons with a disability eligible for the 55-a Program.
  • Candidates with permanent civil service status in the title of Administrative Housing Manager or reachable on civil service list will also be considered.
