About the Role
The FCA’s Legal Division provides advice and legal services across the full breadth of FCA and Payment Systems Regulator activity. The Payment Systems & Competition Department advises on regulatory and policy development, compliance, supervision, and competition law. This role contributes to protecting consumers, driving economic growth, and improving UK financial services.
Responsibilities
- Provide high-quality, risk-based legal advice to the PSR and FCA to support better outcomes for consumers and other users of payment systems.
- Advise on policy development, including consultations.
- Advise on the application of existing legal requirements to regulated entities, including potential areas of non-compliance.
- Draft requirements, such as PSR directions.
- Collaborate with colleagues across the FCA and PSR, and with external bodies like the Bank of England and HM Treasury.
- Manage a demanding and complex workload professionally and collaboratively, seeking support and supervision as needed.
- Utilize AI and other technologies to enhance high-quality outcomes and efficiency.
- Uphold FCA values and culture, promoting inclusivity and commitment to colleagues.
Requirements
- A qualified lawyer (solicitor, barrister, Chartered Legal Executive, or overseas equivalent) entitled to practice in the UK.
- Minimum of 5 years' post-qualification experience (PQE).
- Experience advising on public law issues (in-house at a public sector organization, an organization engaging with the public sector, at a law firm, or self-employed).
- Experience in at least one of the following: regulatory law, competition law, or financial services.
- Well-developed analytical and communication skills.
- Ability to provide practical, solution-focused advice, both written and oral.
- Ability to work effectively in demanding situations, knowing when to seek support, and working collaboratively.
- Willingness and aptitude to learn new areas of law and technology.
- Awareness of the FCA and PSR values and how they apply in practice.
- Capacity to explore and apply the responsible use of AI and other technologies, understanding benefits and risks.

Salary/Compensations
- National (Edinburgh and Leeds) ranging from £60,900 to £81,000 per annum
- London from £66,900 to £89,000 per annum
