About the Role
Mercury is building a bank charter and requires architectural coherence across engineering, product, design, and data teams. The Head of Technical Program Management will act as the master builder, holding the program in their head, sequencing work, and ensuring its successful execution.
Responsibilities
- Own the program for Mercury's bank charter and governance work, including sequencing, dependencies, risks, and decisions across teams.
- Define the TPM operating system for the banking organization, establishing rituals, tooling, reporting, and standards.
- Build automation and agentic flows to enhance program efficiency and quality.
- Develop and manage exec-level reporting, synthesizing information into dashboards and narratives.
- Collaborate with engineering and product leaders to pressure-test timelines, sequencing, and estimates.
- Build, manage, and develop a team of TPMs while directly overseeing select program areas.
- Drive decisions through ambiguity by clarifying ownership, facilitating tradeoffs, and encouraging productive conflict.
- Ensure auditability and documentation rigor suitable for regulated, governance-heavy work.
Requirements
- 10+ years of program management, engineering, or product leadership experience.
- 3+ years of experience managing TPMs or PMs.
- Technical background (ideally engineering, technical program management, or senior product) with fluency in discussing architecture, timelines, and estimates with engineering leaders.
- Experience in regulated industries; fintech or banking is strongly preferred.
- Proven track record of building program management functions or operating systems.
- Exceptional communication and influencing skills across all levels of the organization.
- Solutions-first orientation, comfortable with ambiguity and known for creating clarity.

- US employees in New York City, Los Angeles, Seattle, or the San Francisco Bay Area: $269,700 - $337,100 USD
- US employees outside of New York City, Los Angeles, Seattle, or the San Francisco Bay Area: $242,700 - $303,400 USD
- Canadian employees (any location): CAD 254,900 - 347,800
