About the Role

The Director of HSE oversees the implementation of health, safety, and environmental (HSE) programs to ensure compliance with corporate HSE programs, policies, and procedures for the Central Water Division in the Austin and San Antonio area.

Responsibilities

• Serves as the company’s HSE champion for assigned region, providing technical HSE expertise and knowledge of industry standards and best practices.
• Monitors and communicates developments in state and regional government and industry HSE rules and regulations, developing compliance strategies.
• Appoints HSE Managers to projects and oversees their performance, completing annual evaluations for jobsite supervisors and managers.
• Assists in the prequalification and direction of subcontractors.
• Conducts periodic worksite visits to ensure appropriate precautions and develops control measures for the region, reviewing for timely correction of deficiencies.
• Oversees the investigation process of incidents occurring in the assigned region.
• Provides consistent leadership to HSE staff and project management, ensuring significant time is spent on project sites.
• Facilitates New Hire Management Orientation and completes orientation for all new hires (Foremen, Superintendents, Project Management) within 3 months of hire.
• Conducts quarterly audits of all assigned projects with top management assistance and facilitates SPATs in the assigned region.
• Completes weekly safety reports for HSE Leadership and the BGL, meeting with BGL and PM monthly, and maintains HSE files and records for the region.
• Advises HSE Leadership on compliance concerns and efficiency of HSE practices.
• Oversees safety training for the business group, ensuring timely completion and qualified trainers, and monitors training.

Requirements

• Bachelor’s Degree in Safety, Industrial Hygiene, Civil Engineering or Construction Management or equivalent.
• CHST (Construction Health & Safety Technician) Certification and ASP (Associate Safety Professional) or SMS (Safety Management Supervisor) or CSP (Certified Safety Professional).
• Minimum 10 years of experience, with most of the experience on major construction projects.
• Excellent leadership and communication skills, critical thinking and problem-solving abilities, and ability to prioritize, organize and manage time.
• Knowledge of regulations and standards as well as hazard recognition and injury management skills.
• Some travel required.
• Required to stand, walk, sit and/or climb stairs or ladders.
