About the Role

Reporting to the Senior Project Manager, Architecture & Business Engagement team, this role leads the planning, design, and implementation of IT solutions. The Business Systems Consultant & Architect is responsible for architecture reviews, support, requirements analysis, and designing holistic solutions to enhance client experience and optimize technology use.

Responsibilities

  • Shape and define projects through the development of timely artifacts, including planning materials, work plans, reports, briefing notes, and presentations.
  • Conduct research and analysis to support strategic discussions or technology solution development and implementation.
  • Lead and guide staff and teams on best practices for future strategic goals.
  • Provide specialized design services, technical advice, and expertise to support divisional units.
  • Implement detailed plans and recommend policies/procedures regarding program-specific requirements.
  • Handle confidential information affecting the Division and its resources.
  • Prepare and present reports to management supporting recommendations on changes/improvements in business process, training, and service standards.
  • Participate in IT systems and infrastructure assignments within municipal IT systems architecture, standards setting, policy development, and infrastructure design.
  • Stay updated on new developments in IT infrastructure, architecture, development, integration, business intelligence, databases, data warehousing, cloud/on-premises/hybrid infrastructure strategies, AI, and related technologies.
  • Provide IT business support, consultation, and coordination to all units within the Division.
  • Resolve escalated issues.
  • Act as a liaison between business units and IT teams, leading meetings and workshops to capture business requirements and translate them into IT solutions.
  • Document, analyze, and optimize business processes, conduct system requirements engineering, data flow analysis, and workflow mapping.
  • Discuss development and operational recommendations in clear, non-technical terms.
  • Conduct business and technical analysis to assess information requirements and evaluate existing/proposed systems modifications.
  • Recommend changes based on performance, cost-benefit analysis, legislated requirements, maintenance, and optimization assessments.
  • Conduct initial assessment, requirements collection, feasibility study, business analysis, and preliminary/detailed solution design for assigned projects.
  • Analyze and troubleshoot complex issues within applications, providing recommendations for long-term improvements.
  • Develop and present effective concepts, designs, templates, and reports to management.
  • Recommend effective and efficient solutions by researching current system capabilities, performing environmental scans, defining technology options, and breaking down business requirements into detailed design specifications.
  • Develop or contribute to technology solution and project artifacts, including product visions, use cases, data models, business plans, and project plans.
  • Develop or contribute to purchasing-related artifacts, including business cases, project charters, RFPs, and RFQs.
  • Evaluate proposals and/or bids and make recommendations for contract awards.
  • Coordinate work between stakeholders for IT system investigations, modifications, and improvements.
  • Work with staff, consultants, and contractors during design, development, and implementation stages to ensure quality and compliance.
  • Assist with the management of projects and portfolios from inception to completion.
  • Analyze work performance of internal and external service providers regarding quality, timeline, cost, and task completion.
  • Provide work direction to project teams.
  • Track procedure and policy compliance associated with deliverables and contractual documentation.
  • Conduct business and technical architecture development and reviews for on-premises, Cloud, or hybrid systems.
  • Apply architectural frameworks and concepts, provide input, and support architectural practices, technical standards, and policies.
  • Support the divisional architecture review process by gathering and validating documentation for governance bodies.
  • Provide leadership in technology initiatives, assess design options, and offer advice throughout the development lifecycle.
  • Support onboarding and procurement of new systems.
  • Perform data management tasks such as data governance, data stewardship, data quality management, and architecture/design of data-related solutions.
  • Create project reports, presentations, business cases, and systems documentation.
  • Deliver presentations to development teams and client audiences.
  • Develop and maintain documentation for configurations, processes, and procedures.
  • Quickly gain knowledge in new areas and become a productive contributor.
  • Develop ongoing positive working relationships within Technology Services and with client/partner Divisions.
  • Foster collaboration and service excellence in cross-functional teams.
  • Function as a trusted advisor to senior leadership.
  • Build collaborative relationships with City stakeholders and senior management.
  • Assist stakeholders in recognizing where Technology Services can add value.
  • Foster and manage external partner relationships.
  • Manage large, complex contracts to deliver transformation programs and value.

Requirements

  • Post-secondary education in Computer Science, Information Technology or a related discipline or an approved equivalent combination of education and/or experience.
  • Extensive experience as a principal architect for infrastructure and business applications.
  • Considerable experience with enterprise IT delivery, cybersecurity principles, compliance solutions, compliance reporting, audit preparation, and integrating cloud-based solutions.
  • Considerable experience in the practical application of security processes, standards, and methodologies, including secure architecture and design.
  • Considerable experience with large-scale rollouts of SaaS, on-premises, or hybrid solutions, including architecture, design, data ingestion, role-based permissions, security, and integrations.
  • Considerable experience designing and implementing configurations, customizations, and integrations to meet business needs and improve operational efficiency in multiple SaaS, on-premises, or hybrid solutions.
  • Ability to focus on Customer Experience and Usability.
  • Demonstrated change management skills, including the ability to create concise and clear user guides.
  • Strong teamwork, interpersonal, and collaboration skills in diverse environments.
  • Ability to develop and maintain positive working relationships with clients, vendors, and cross-functional teams.
  • Ability to provide effective communication, coaching, training, and user support for staff.
  • Ability to manage priorities independently, execute tasks efficiently, and adapt to operational needs.
