About the Role

The Landowner Outreach Coordinator is the primary liaison for the project engagement team, community stakeholders, and public officials during the rebuilding of a high-voltage electric transmission line in New York State. This role ensures pre-construction and construction public involvement mandates are executed flawlessly, focusing on building trust, managing expectations, and mitigating conflicts to maintain project schedules and regulatory compliance under the New York State Public Service Commission (PSC) Article VII process.

Responsibilities

  • Execute public involvement programs in strict compliance with New York Public Service Law (PSL) Article VII regulations and PSC orders.
  • Coordinate, track, and document all required stakeholder notifications, filings, and public notices mandated by the Article VII Certificate of Environmental Compatibility and Public Need.
  • Manage the log of all public inquiries and complaints to satisfy PSC reporting audits and compliance reviews.
  • Attend project related meetings with client, public officials and community stakeholders.
  • Support the Right-of-Way (ROW) and legal teams to interpret Article VII certificate conditions regarding individual property access, field activities and environmental restrictions.
  • Conduct extensive one-on-one outreach with impacted landowners to explain upcoming transmission line impacts, access needs, and field activities related to the rebuilding of the existing transmission line.
  • Document property-specific commitments, fence/gate restrictions, and agricultural requirements in accordance with the New York State Department of Agriculture and Markets (AGM) construction guidelines for electric transmission lines.
  • Compile, document, and coordinate the prompt resolution of property damage claims (e.g., crop loss, rutting, soil compaction) to ensure certified restoration compliance.
  • Interface daily with construction managers, environmental monitors, and agricultural inspectors to ensure field activities mirror community commitments.
  • Translate highly complex engineering maps, construction sequences, and Article VII Environmental Management and Construction Plans (EM&CP) into accessible language for the public.
  • Respond rapidly to real-time community complaints or protests, deploying to the field to resolve conflicts on-site alongside construction foremen.
  • Manage a project hotline and dedicated email queue, ensuring all inquiries receive responses within defined, legally compliant timeframes (e.g., 24 hours).

Requirements

  • Bachelor’s degree in Communications, Public Relations, Public Policy, Environmental Studies, or a related field.
  • 3–5 years of public involvement or community relations experience, with direct experience navigating New York State utility infrastructure projects.
  • Solid understanding of the New York Article VII permitting lifecycle, EM&CP processes, and PSC regulations.
  • Superior verbal, written, and conflict-resolution skills.
  • Proven ability to maintain a calm, empathetic, and objective demeanor during conflict situations or landowner disputes.
  • Valid driver’s license and willingness to travel frequently to project corridors, field trailers across New York.
  • Direct experience handling public engagement for high-voltage transmission line rebuilds under the modern Article VII regulatory framework.
  • Professional proficiency using stakeholder management databases (e.g., GIS, Procore, Teams, etc) to track Article VII public interactions.
