About the Role
The Curriculum Designer performs advanced curriculum development and instructional design for disaster preparedness, recovery, and mitigation educational programs. This role oversees the development, implementation, and evaluation of adult education and training materials, serving as a subject matter expert for the Texas Division of Emergency Management (TDEM) and governmental entities. The position involves planning, assigning, reviewing, and supervising the work of assigned staff.
Responsibilities
- Designs, develops, reviews, and revises curriculum, instructional materials, presentations, and learning resources for disaster preparedness, response, recovery, and mitigation programs.
- Collaborates with subject matter experts and program staff to ensure training materials meet established standards, learning objectives, and program requirements.
- Conducts comprehensive reviews of curriculum content and instructional materials, recommending revisions to scope, format, content, and delivery methods.
- Creates, updates, and maintains course presentation materials, visual aids, and other instructional resources.
- Monitors curriculum development projects to ensure compliance with reporting guidelines, timelines, and budget requirements.
- Leads meetings, coordinates project activities, and establishes priorities, schedules, and deliverables for instructional design personnel and curriculum development initiatives.
- Serves as a subject matter expert to TDEM staff, local jurisdictions, and governmental partners regarding curriculum development and instructional design practices.
- Evaluates training effectiveness and curriculum performance through feedback, assessments, and program outcomes, recommending and implementing continuous improvement strategies.
- Plans, assigns, and supervises the work of direct report(s), completing performance evaluations and providing coaching and mentoring.
- Prepares reports, recommendations, and updates for leadership regarding curriculum development activities, status, timelines, and resource utilization.
- Reviews training materials to ensure performance gaps are addressed and contribute to the design of performance improvement solutions.
- Maintains regular attendance and works extended hours when needed.
- Travels up to 25% of the time.
- Performs related work as assigned.
Requirements
- Bachelor's degree in an applicable field or equivalent combination of education and experience.
- Five (5) years of related experience, including curriculum development for adult learning.
- Must possess appropriate levels of proficiency with utilized software (i.e., Microsoft Office Suite, Word, PowerPoint, Teams, Excel, Outlook, Blackboard, Camtasia, Speechelo, Articulate 360, etc.) and be able to learn new software/systems.
- Ability to responsibly handle sensitive and confidential information and situations and adhere to applicable laws/statutes/policies related to access, maintenance, and dissemination of information.
- Ability to work extended or non-traditional hours such as evenings, weekends, special events, etc.
- Complete and obtain IS-100, IS-200, IS-700, IS-800 FEMA courses within three (3) months of hire.
- Complete and obtain FEMA’s Professional Development Series training certification within eighteen (18) months of hire date or effective start date in the position.
Skills
- Working knowledge of adult learning principles, instructional design methodologies, and curriculum development processes.
- Advanced knowledge of Section 508 of the Rehabilitation Act for accessibility standards and ability to perform compliance reviews on training materials.
- Working knowledge of, or the ability to rapidly assimilate information related to TDEM, state and federal regulations, grant requirements, legislation, guidelines, policies, and procedures.
- Knowledge of Bloom’s taxonomy.
- Knowledge of instructional technologies, learning management systems (LMS), multimedia learning tools, and Sharable Content Object Reference Model (SCORM) standards for eLearning development, deployment, and tracking.
- Knowledge of emergency management concepts related to disaster preparedness, response, recovery, and mitigation.
- Strong verbal and written communication skills.
- Skill in curriculum design, course development, and instructional material preparation, including analyzing training needs and converting technical information into engaging, effective, and measurable learning solutions.
- Skill in developing presentations, visual aids, job aids, and other educational resources.
- Skill in facilitating meetings, coordinating cross-functional teams and stakeholders, and fostering collaboration through constructive feedback, coaching, and guidance to staff and project contributors.
- Ability to apply and develop complex objectives into course curriculum from state and federal regulations, codes, legislation, and rules affecting emergency management, FEMA, and TDEM.
- Ability to design interactive eLearning interactions, animations, and templates.
- Ability to identify opportunities for process improvement and implement solutions that enhance curriculum quality and program effectiveness.
- Ability to exercise sound judgment, initiative, and independent decision-making within established guidelines.
- Ability to analyze complex information, identify issues, and develop practical recommendations and solutions.
- Ability to exercise poise, tact, diplomacy, and an ability to establish and maintain positive, working/professional relationships with internal/external customers.
- Ability to be flexible and able to effectively prioritize in a multi-demand and constantly changing environment; ability to meet multiple and sometimes conflicting deadlines without sacrificing accuracy, timeliness, or professionalism.
