About the Role

Delphi Care Solutions offers consultancy-led Responsible Individual (RI) support, bringing extensive sector knowledge, regulatory expertise, and strategic challenge to providers. Responsibilities

  • Provide independent governance oversight
  • Provide strategic safeguarding leadership
  • Ensure inspection-readiness assurance aligned to SCCIF
  • Provide provider-level accountability
  • Offer constructive professional challenge
  • Ensure the children's home operates lawfully under all relevant legislation
  • Ensure the children's home meets and sustains the Quality Standards
  • Ensure the children's home maintains safe, proportionate safeguarding systems
  • Ensure the children's home remains inspection-ready under the Social Care Common Inspection Framework
  • Ensure the children's home delivers measurable outcomes for children
  • Represent the provider in regulatory engagement and evidence oversight, scrutiny, and challenge
  • Maintain provider-level oversight systems
  • Monitor trends in incidents, restraints, missing episodes, complaints and safeguarding
  • Oversee Regulation 44 independence and scrutiny quality
  • Review and approve Regulation 45 Quality of Care reports
  • Ensure Regulation 40 notifications are appropriate and timely
  • Maintain a live compliance and risk register
  • Stress-test systems prior to inspection
  • Hold ultimate safeguarding accountability on behalf of the provider
  • Scrutinize serious incidents and allegations
  • Ensure appropriate external referrals (LADO, police, placing authority)
  • Monitor learning and practice improvement
  • Ensure safeguarding decisions are evidence-based and defensible
  • Escalate concerns to Ofsted or relevant safeguarding authorities if provider action is inadequate
  • Provide structured supervision to the Registered Manager
  • Offer professional challenge and performance scrutiny
  • Identify early indicators of drift, fatigue, or compliance risk
  • Monitor workforce stability, safer recruitment, and training compliance
  • Ensure the Statement of Purpose reflects operational reality
  • Review evidence trails against SCCIF judgement areas
  • Evaluate documentation quality and regulatory language
  • Identify vulnerabilities before inspection
  • Ensure improvement plans are outcome-focused
  • Provide structured oversight reporting to the provider quarterly (minimum)
  • Operate independently of day-to-day management
  • Not undertake direct operational shift delivery
  • Transparently declare any prior consultancy involvement
  • Maintain clear boundaries between improvement consultancy and statutory oversight
  • Formally declare financial or professional conflicts of interest
  • Challenge the provider where necessary
  • Provide governance oversight, not operational management
  • Ensure the Registered Manager retains responsibility for day-to-day running
  • Ensure the provider retains ultimate legal responsibility

Requirements

  • Enhanced DBS including Children’s Barred List check
  • Level 5 Diploma in Leadership & Management (Children’s Residential) or demonstrable equivalent senior leadership experience
  • Significant senior leadership experience in children’s residential care
  • Ability to evidence governance scrutiny
  • Ongoing CPD
  • Travel to services across UK regions will be required
  • Mileage and reasonable travel expenses may be chargeable in line with the agreed consultancy contract
  • Commercial interests must never override safeguarding responsibilities
  • Services must meet acceptable statutory thresholds with clear, measurable improvement action

  • Deep knowledge of Quality Standards
  • Deep knowledge of Ofsted Social Care Common Inspection Framework
  • Strong safeguarding expertise

Location

  • Across all UK regions

Work Type

  • Contract basis (Project-based)
  • Full-time (typically Monday to Friday)
