About the Role
The Office of Child Support Services (OCSS) is seeking an Administrative Director of Social Services, NM-I to serve as the Director of Special Investigations. This role involves managing a team to enforce child support orders, investigate cases of non-payment, and develop strategies for collection and prosecution.
Responsibilities
- Provide management oversight and direction for the day-to-day operations of a unit responsible for identifying, reviewing, and investigating hard-to-enforce child support cases.
- Communicate with high-level representatives of District Attorneys' Offices, U.S. Attorneys' Offices, and other law enforcement agencies.
- Act as OCSS’s liaison to the State Attorney General’s Office for prosecution of individuals providing false statements on professional license applications.
- Develop cases for referral for criminal prosecution against individuals intentionally avoiding court-ordered child support payments.
- Plan and coordinate projects and initiatives to identify and obtain collections from hard-to-collect child support obligors.
- Ensure compliance with all Federal, State, and City mandates and regulations.
- Keep track of milestones and timelines for stakeholders and provide reports to the Executive Deputy Commissioner.
- Conduct unit staff meetings, facilitating discussion and keeping staff informed of agency goals and changes.
Requirements
- Applicants must be permanent in the Administrative Director of Social Services Civil Service title or a comparable title eligible for 6.1.9 title change.
- Applicants must be reachable with a score of 100 on the open competitive Administrative Director of Social Services exam (# 1121).
- A baccalaureate degree from an accredited college or university.
- Four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services.
- Education and/or experience equivalent to the above is acceptable, provided all candidates have a baccalaureate degree and one year of administrative or management level experience.

- The Division of Enforcement Operations ensures child support orders are enforced through various processes including license suspension, passport denial, property executions, wage garnishment, and outreach.
- The Special Investigations Unit handles cases where administrative processes are unsuccessful, requiring investigative efforts to uncover concealed income or assets and pursue criminal or contempt proceedings.
- The Unit also addresses special projects related to non-custodial parent barriers to payment, such as incarceration and homelessness.
