About the Role

The Human Resources Administration (HRA) is seeking an Administrative Director of Social Services NM-I to manage the HPD Set Aside program, overseeing daily operations, housing options, and staff to facilitate permanent housing placements for families.

Responsibilities

  • Oversee the day-to-day work operations of the HPD Packet review team.
  • Accountable for families, including HPD housing options such as Middle Income Units (MIU) Augmented, set asides, and New Constructions.
  • Troubleshoot issues with Landlord documentation and HPD inspections.
  • Serve as a liaison with various agencies including HPD, HRA, and DHS contracted shelters.
  • Work closely with Management Offices and HPD to ensure DHS program participants have appropriate rental subsidies.
  • Provide quality assurance of all HPD packet submissions to HRA.
  • Oversee the releasing of payments made by HRA to Landlords and management Offices for HPD units filled.
  • Supervise staff and assist the unit with processing HPD Augmented packages to move families to permanent housing.
  • Ensure completed packets for check requests are processed and submitted for all housing subsidies.
  • Maintain the HPD database and produce reports and trackers.
  • Manage and oversee the reconciliation of Client exits to ensure correct coding in CARES.
  • Manage and oversee all NYCHA placements in CARES within DHS and act as a liaison with NYCHA.
  • Conduct regular meetings and collaboration with Unit Staff/Supervisors.
  • Facilitate training sessions on procedures and address areas of concern to improve staff performance.
  • Oversee and monitor the submission of requests from shelter providers for client transportation.
  • Oversee and monitor the Travel Assistance Program.
  • Manage existing Contracts and expenditures for programs.
  • Generate regular reports for senior and executive staff, presenting insights and recommendations.
  • Keep stakeholders informed about placement activities and outcomes.

Requirements

  • Applicants must be permanent in the Administrative Director of Social Services Civil Service title.
  • Applicants must be permanent in a comparable title eligible for 6.1.9 title change.
  • Applicants must be reachable with the score of 100 on the open competitive Administrative Director of Social Services exam (# 1121).
  • A baccalaureate degree from an accredited college or university.
  • Four years of progressively responsible experience, including one year at the administrative or managerial level in a large governmental agency, business firm, civic or community organization operating in the area of social services.
  • Education and/or experience equivalent to the above.
  • All candidates must have a baccalaureate degree from an accredited college.
  • All candidates must have one year of experience at the administrative or management level.
