About the Role
The Department of Social Services (DSS) is seeking an Associate Staff Analyst to serve as a Deputy Human Resources Business Partner (HRBP). This role supports the human resources needs of DSS, HRA, and DHS, aiming to foster an inclusive, motivated, and client-centered workforce.
Responsibilities
- Initiate and complete online Personnel Action Request (ePAR) Form to effectuate the hiring process.
- Employ delegated authority for transactions affecting hiring, promotions, and salary adjustments.
- Perform budget and headcount analyses and reconcile with HRS staff.
- Draft specifications for Comprehensive Personnel System (CPS) actions for HRBP review.
- Facilitate and troubleshoot HR actions with various HRS departments.
- Assist the HRBP in creating and submitting job descriptions and organization charts.
- Follow up daily on HR transactions for onboarding, leaves of absence, payroll, and labor relations.
- Monitor and track HRIS and other system transactions from initiation to conclusion.
- Facilitate staff moves between program areas, ensuring document transfer.
- Serve as the primary interface for the HRS transfer initiative.
- Prepare and provide monthly/periodic status and ad hoc reports to HRBP and Chief/Program Head.
- Acquire and maintain knowledge of HR disciplines, business practices, policies, and procedures.
- Analyze rules and regulations and recommend operational modifications.
- Represent the HRBP at meetings and fact-finding sessions.
- Plan and execute employee recognition and cultural diversity/awareness programs.
Requirements
- Applicants must be permanent in the Associate Staff Analyst Civil Service title or permanent in a comparable title eligible for 6.1.9 title change.
- A master's degree and one year of professional experience in budget administration, accounting, financial administration, fiscal research, management analysis, operations research, personnel administration, labor relations, employee benefits, staff development, or related areas.
- A baccalaureate degree and three years of professional experience in the areas described above.
- An associate degree or 60 semester credits and five years of professional experience as described above.
- A high school diploma and seven years of professional experience as described above.
- A combination of education and/or experience equivalent to the above.
- College education may be substituted for professional experience at the rate of 30 semester credits for one year of experience.
- All candidates must have a high school diploma and at least one year of experience as described in qualification 1.
