About the Role

The Office of Performance Management and Data Analytics (OPMDA) is responsible for reporting and analyzing critical statistics and data on social service programs. This role supports agencies in fighting poverty and homelessness by improving access to social services and public benefits. The City Research Scientist will function as a Project Manager, crafting reports to guide program areas, tracking goal achievement, and conducting analyses.

Responsibilities

  • Conduct policy and data research projects related to DHS performance measurement and management.
  • Analyze large administrative datasets to inform operations and policy implementation.
  • Analyze legislative proposals, proposed budgets, and policy initiatives and their impact on DSS programs.
  • Communicate with DHS and HRA program areas to support the development of new performance management reports and data analytics products.
  • Incorporate feedback from program areas to continually improve reports and tailor them to evolving business needs.
  • Determine appropriate planning analyses and research projects to support and enhance agency and program initiatives.
  • Identify relevant issues and/or projects conducive to research or evaluations to provide policy and programmatic alternatives for decision makers.
  • Conduct routine and advanced policy and program analyses based upon data techniques and research methodologies.
  • Prepare and submit written reports on policy issues, research findings, and recommendations.
  • Meet with representatives of HRA and DHS program areas and other City and governmental agencies to discuss policy and planning issues.
  • Perform assignments of special projects as needed.

Requirements

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization.
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization.
  • Education and/or experience which is equivalent to the above.
  • All candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience.
  • Two years as a City Research Scientist Level I can be substituted for the experience required.
