About the Role

The NYC Department of Environmental Protection (DEP) is seeking an experienced Human Resources leader to serve as Deputy Commissioner, OD&HR. This role is critical in strengthening systems, services, and workforce strategies to support DEP's public health and environmental mission. The Deputy Commissioner will provide strategic vision and oversight for OD&HR's staff of over 80 employees across key functional areas.

Responsibilities

  • Provide strategic vision and oversight for OD&HR's staff of more than 80 employees.
  • Oversee administration of New York City’s civil service system.
  • Manage workforce planning and recruitment.
  • Oversee employee benefits.
  • Manage staff development and training.
  • Oversee payroll and timekeeping.
  • Manage labor relations and discipline.
  • Drive improvements in how OD&HR delivers services to DEP’s bureaus, focusing on business process improvement, operational responsiveness, and customer service.
  • Lead strategic partnerships with oversight agencies including the Department of Citywide Administrative Services (DCAS), the New York City Office of Management and Budget (OMB), and the Mayor’s Office of Labor Relations (OLR).
  • Manage the agency’s relationship with union locals representing DEP staff.
  • Support productive dialogues, address workforce concerns, and advance agency priorities in a collaborative and constructive manner.

Requirements

  • Bachelor's degree from an accredited college and 4 years of satisfactory experience of a nature to qualify for the duties and responsibilities of the position.
  • At least 18 months of experience in an administrative, managerial, consultative, or executive capacity or supervising personnel performing activities related to the duties of the position.
  • A combination of education and/or experience equivalent to the above is acceptable.
  • All candidates must have the 18 months of administrative, managerial, executive, consultative, or supervisory experience.
