About the Role

As Business Continuity and Incident Management (BCIM) Manager, you will report into the Head of Business Risk and Resilience (BRR) within the Global Chief Operating Office (GCOO). You will be directly responsible for controls designed to reduce the impact and severity of disruptions associated with the loss or unavailability of people, systems, premises, and third parties, or any incident with customer, regulatory, reputational, and/or financial impacts. The role ensures three controls are effectively maintained and executed: the BCIM lifecycle, the BCIM program, and Major Incident Management (MIM), requiring continuous monitoring and testing of their efficacy to support crisis response.

Responsibilities

  • Ensure BCM, MIM, and BCIM Lifecycle controls operate in line with established procedures, standards, and local law/regulations.
  • Ensure local Business and Functions understand the appropriateness and effectiveness of BCIM Lifecycle controls through the Business and Operational Resilience Program (OpsRes) lens.
  • Execute control monitoring in line with agreed standards and policy guidelines.
  • Manage identified issues, prioritizing and actioning required mitigating activity.
  • Identify and escalate changes in the local risk environment, agreeing on appropriate actions with assistance from regional teams and stakeholders.
  • Produce local control reporting in line with regional BCIM, Head of BRR, and regulatory requirements.
  • Contribute to Risk and Control Assessments.
  • Provide expert assistance and support to local Businesses and Functions for their Business Impact Analysis (BIA), Business Continuity Planning (BCP), and Business Continuity Exercise (BCE) obligations.
  • Provide local support on the use and content quality of the Business Continuity Planning Tool (BCMNow) and Emergency Notification System (SECOM & Everbridge).
  • Review metrics and evaluate the completeness of Business and Functional obligations for Important Business Services (IBS) and non-IBS business divisions, agreeing on remediation activities.
  • Manage the planning and execution of an effective annual business continuity program.
  • Oversee local recovery site provisioning, ensuring availability and implementation.
  • Support Real Estate Services (RES) by coordinating business recovery needs in HSBC-occupied assets.
  • Support the effective function of OpsRes by providing BCIM content, leadership, and stakeholder engagement.
  • Ensure mandated MIM controls are in place to enable an effective Major Incident Group (MIG) response capability.
  • Perform threat monitoring and provide timely escalation and updates to MIG Chair, regional BCIM team, and stakeholders.
  • Assist the MIG Chair as Secretary for local MIG invocations, facilitating the process and managing meetings.
  • Execute Emergency Notifications to impacted stakeholder groups.
  • Follow Group standards for incident logging, Emergency Notification Process (ENS), and post-incident reviews.
  • Support IBS Business Service Owners (BSOs) with subject matter expertise and training on Business Continuity within the Operational Resilience Program.
  • Own BCIM-led deliverables within the OpsRes program, working jointly with the Centre of Excellence team and Working Groups.
  • Support the preparation, assessment, and facilitation of tests with 1 & 2 LoD SMEs to validate scenario severity and plausibility.
  • Undertake analysis of IBS mapping, including interdependencies across people, processes, technology, and premises.
  • Provide SME guidance for documenting IBS level BIAs/BCPs and Incident Management escalation structures.
  • Conduct deep dive reviews of Department level BIA/BCP contents to align impacts and responses with IBS Recovery Time Objectives and Impact Tolerances.
  • Attend test planning, project working groups, and other required meetings.
  • Consistently evaluate the project to identify areas for improvement and take necessary action.
  • Escalate actual and potential issues to stakeholders in a timely manner.
  • Ensure compliance with applicable local regulations and HSBC guidelines, employing higher standards of controls.
  • Maintain awareness of applicable regulations on BCIM and OpsRes.
  • Execute timely submission of required items in consultation with Regulatory Compliance.
  • Develop and maintain trusted relationships with local market, business, and functional COOs and their teams.
  • Represent BCIM locally, acting as an advocate and ensuring clear understanding of BCIM's role and local priorities.
  • Establish ongoing communications with all Businesses, Functions, and senior management.
  • Participate in local risk and control forums and working groups.
  • Act as the Engagement Manager for any locally owned, third-party BCIM relationships.
  • Engage and participate with the regional BCIM team.
  • Engage and participate with market Performance Services (PS) and the GCOO office.
  • Lead by example, demonstrating integrity, accountability, and timely responses.
  • Build and motivate a capable, engaged, and inquisitive local team.
  • Foster collaboration and exchange with other HSBC entities in the market.
  • Support multiple functions in RES, acting as operational secondary support for Protective Security.
  • Understand operational risks inherent in the business, considering changing economic or market conditions, legal/regulatory requirements, operating procedures, management restructurings, and the impact of new technology.

Requirements

  • Experience in risk or control management.
  • Subject matter expert with a proven track record in managing Business Continuity & Incident Management Programs.
  • Experience in managing incidents, training senior executives, and facilitating crisis exercises.
  • Strong understanding of global and local Business Continuity and Incident Management requirements.
  • Ability to translate global, regional, and local priorities into direct local activities.
  • Ability to operate effectively, make decisions under pressure, and meet tight deadlines.
  • Experience working in highly regulated and complex international organizations.
  • Excellent written and verbal communication skills, with the ability to influence stakeholders at all levels.
