About the Role

As a Senior Engineer in ECS Roadways, you will provide project management and engineering support to ensure reliable, economical, and effective City-wide engineering services. This includes technical review and engineering opinions on the planning, design, and operation of the Division’s programs and projects.

Responsibilities

• Manage the multi-year local road resurfacing program, directing project team staff to meet deadlines.
• Ensure effective teamwork, communication, and high standards of work quality.
• Control expenditures within budget.
• Secure all required engineering permits and approvals.
• Gather and refine project scope.
• Determine the financial impact of projects and proposals.
• Review and comment on technical drawings, engineering studies, specifications, plans, and cost estimates.
• Assist in preparing capital and operating budgets.
• Conduct research into assigned engineering areas, ensuring alignment with developments, corporate policies, legislation, and government initiatives.
• Provide technical advice, reviews, and expertise.
• Utilize standard engineering principles and practices to assist in the operation, development, and maintenance of divisional programs, facilities, and equipment.
• Prepare engineering analyses.
• Evaluate and recommend new systems, work procedures, and technologies to improve divisional performance.
• Manage stakeholder expectations and communications.
• Represent the City on committees.
• Provide input at meetings.
• Liaise with the public, developers, consultants, stakeholders, Councillors, other divisions, and government agencies regarding projects, programs, and developments.

Requirements

• Registration with Professional Engineers Ontario (PEO), or licensing as a professional engineer in good standing in another Canadian engineering association with the ability to obtain a P.Eng. license with PEO.
• Extensive experience applying engineering principles and managing/delivering municipal public works projects, design, and construction related to roads, sewers, and watermains.
• Considerable experience related to the design and construction of traffic signals and the relocation of street lighting and power distribution assets.
• Considerable experience developing and managing program management RFPs/consultant assignments.
• Extensive experience in client management and communicating with a diverse group of stakeholders.
• Knowledge of engineering principles and project management as it relates to public works.
• Knowledge of asset management principles, including data collection, analysis, and estimating.
• Ability to apply relevant legislation, standards, Acts, By-laws, and Regulations, including the Occupational Health and Safety Act.
• Ability to read, interpret, and report on engineering plans and drawings, specifications, correspondence, reports, and other documents in a timely manner.
• Ability to conduct studies, surveys, and research.
• Ability to develop effective solutions to engineering issues.
• Ability to initiate and lead technical studies and projects.
• Ability to plan and prepare reports and recommendations.
• A valid Province of Ontario Class "G" Driver's License is required.
• Ability to drive to different sites in a timely manner.

• The Engineering & Construction Services (ECS) Division is responsible for creating safe, sustainable municipal infrastructure that makes Toronto livable.
• ECS provides specialized engineering design and construction services to various City of Toronto divisions, agencies, boards, commissions, and external clients.
• The Roadways Section provides project and program management, contract administration, and technical/engineering expertise for linear capital works projects including roads, sewers, green linear infrastructure, watermains, streetscaping, cycling infrastructure, and TTC track replacement.
