About the Role
WSP USA is seeking a Senior Planning Manager for its California Planning Practice. This leadership role focuses on transportation, housing, environmental, or land use planning, serving as a client advisor, staff manager, and project manager for Northern California and regional projects. The position involves leading the planning services growth in Northern California and providing oversight for large-scale project management.
Responsibilities
- Lead the Northern California-based team of land use, housing, transit/transportation, and environmental (NEPA/CEQA) planners.
- Provide profit & loss leadership over projects, pursuits, and staff, managing key performance indicators.
- Offer strategic leadership for the planning discipline, ensuring high-quality deliverables.
- Manage multi-disciplinary project teams in all phases of execution for various planning studies and documents.
- Lead complex planning projects, overseeing budgets, profitability, and subcontractors.
- Ensure compliance with Federal, State, and Local Agency laws and regulations.
- Support the long-term strategy and pipeline development for transportation, housing, and environmental planning work.
- Lead technical aspects of contract negotiation, presentations, and meetings.
- Assist with the preparation of annual business tactical action plans.
- Ensure the development and improvement of planning discipline certifications and accreditations.
- Conduct needs analyses and client value surveys to align the planning discipline with business strategy.
- Schedule planning discipline meetings, providing updates and recommendations.
- Serve as a lead representative/liaison to external entities including agencies, clients, and industry groups.
- Develop and inform proposal and project scopes, timelines, pricing, and budgets.
- Interpret and summarize data to draw sound planning and regulatory conclusions.
- Maintain and grow a client base for Transportation and Housing Planning services.
- Manage and provide performance guidance to assigned staff.
- Remain current in latest transportation, housing, urban design, and environmental planning practices and regulations.
- Collaborate with professionals from various disciplines to provide trusted advisor services.
- Exercise responsible and ethical decision-making regarding company resources and conduct.
- Perform additional responsibilities as required by business needs.
Requirements
- A minimum of 15 years of progressively responsible experience in land use, transportation planning, housing planning, environmental planning, or policy work.
- Experience leading projects and overseeing the work of others or managing staff.
- Ability to develop business and technical strategy and manage high-quality deliverables.
- Experience with transit agencies, local municipalities, metropolitan planning organizations (MPOs) and/or California regulatory agencies.
- Experience with project administration and project management in the transportation sector.
- Proficiency with the transportation project development cycle, from planning to implementation.
- Proficiency in Microsoft Office programs (Outlook, Word, Excel, PowerPoint).
- Ability to effectively present and communicate ideas orally and in written form.
- Ability to work in the United States.
- Possession of a valid driver’s license.
- Proven track record of upholding workplace safety and ability to abide by WSP’s health, safety and drug/alcohol and harassment policies.
- Occasional travel may be required.

Salary/Compensations
- $265,000 - $290,000
