About the Role

Work involves receiving and reviewing license, permit, certificate, and registration applications for completeness and compliance with statute and rules. This role communicates with external and internal customers, approves applications, and interprets and explains licensing processes, statutes, and rules to various stakeholders. The position also assists in training new employees.

Responsibilities

  • Receives, reviews, and processes all types of applications for Foods Licensing Branch programs.
  • Approves, rejects, denies, or moves to deny applicants for a license, permit, certificate, registration, or inspection.
  • Interprets rules, regulations, policies, and procedures to determine appropriate license, permit, certificate, or registration.
  • Makes license eligibility determinations by reviewing applications and inspectional reports.
  • Interprets crime record reports to determine eligibility before issuing a license.
  • Ensures payments are processed and allocated to the appropriate applications.
  • Determines which statutes and rules establishments are subject to licensure.
  • Communicates with applicants, regulated industry, the public, and governmental agencies regarding requirements.
  • Maintains the Regulatory Automated System database of establishments.
  • Notifies noncompliant establishments of state laws and regulations.
  • Conducts research to determine the status of non-compliant firms.
  • Maintains accounting and automated data processing records of license holders and fees.
  • Researches internet to determine taxpayer identification information for remittance refunds.
  • Maintains files in accordance with approved DSHS file management plan and retention schedules.
  • Maintains contact with Inspections, Operations, and Compliance Branches.
  • Provides information on regulated establishments, applicable laws, regulations, and department policies.
  • Prepares and sends license information and application packages to applicants and businesses.
  • Serves as backup to all staff within the branch as needed.
  • Prepares enforcement cases to present to the Compliance Review Committee.
  • Reviews scanned documents for quality assurance and quality control.
  • Prepares deficiency letters.
  • Processes Certificate of Freesale and Sanitation applications and certificates.
  • Receives, evaluates, and fills or refers open records requests.
  • Utilizes the department’s database to generate reports about the number of licenses issued.
  • Maintains paper and electronic records in accordance with agency records retention policies.
  • Assists other personnel with mass mail-outs, processing deficiency letters, and file maintenance.
  • Assists Unit Manager or trainer to update training materials and unit policies, procedures, and SOPs.
  • Performs other duties as assigned, including disaster response and Continuity of Operations (COOP) activation.
  • Acts as backup to the unit Administrative Assistant I and Receptionist.
  • Answers multiple phone queues, processes incoming and outgoing mail, prints licenses, registrations, certificates, and permits.
  • Scans documents to records in Hyland OnBase or the SharePoint site.

Requirements

  • Experience working with the Regulatory Automation System or any other database.
  • Experience working with applications.
  • Experience working with Word, Excel, Outlook, Adobe.
  • Experience using an automated phone system.
  • Experience using a scanner.
  • Must be legally authorized to work in the U.S. without sponsorship.
  • Internet connection is required if approved to work in a remote location.
  • Applicants who fail to follow written instructions in completing the State of Texas Employment Application may be disqualified.
  • The application must be complete, including dates of employment, job titles, employer name, supervisor name, current/final salary, and a description of duties demonstrating minimum qualifications.
