About the Role

The Project Manager (PM) - Design, Construction, and Management plays a vital role in implementing CUNY's multi-billion-dollar capital design and construction program. The PM is responsible for managing capital-funded construction projects, including new buildings, renovations, infrastructure, and maintenance, ensuring quality facilities are delivered on time and within budget.

Responsibilities

  • Control and lead all assigned projects to completion on time and on budget.
  • Identify and manage project dependencies and critical path.
  • Develop conceptual plans and budgets for facilities projects.
  • Develop and maintain project budgets, including drafting proposals and recommending changes.
  • Plan, organize, manage, and participate in the selection of consultants, construction managers, and contractors.
  • Prepare cost estimates and schedules for various capital projects.
  • Ensure construction documents are prepared and comply with project program and budget.
  • Oversee the work of consultants, construction managers, and contractors.
  • Assemble bid documents and ensure an adequate bidding process.
  • Schedule project scope development, design, and bidding timing.
  • Review bid submissions and provide recommendations.
  • Ensure all necessary project authorizations and budget approvals are in place before bidding.
  • Update the CUNY Project Management System on project status, financials, schedule, and progress.
  • Ensure all required information is available before seeking approvals.
  • Prepare regular project management reports and keep the Assistant Director informed.
  • Manage turnkey delivery of CUNY-managed design and construction projects from inception through completion.
  • Handle planning, budgeting, and key decision-making for construction projects.
  • Attend and participate in construction meetings to discuss budgets, plans, and goals.
  • Manage changes in project scope, identify potential crises, and devise contingency plans.
  • Negotiate contracts with vendors, professionals, contractors, and subcontractors.
  • Review, negotiate, and approve change orders.
  • Review and approve payment certificates to contractors and consultants.
  • Develop a comprehensive understanding of project strategy and commitments.
  • Ensure job site operations follow design/specifications and drive completion on schedule, within budget, and to quality standards.
  • Maintain effective communication with the project team regarding changes, conditions, and project direction.
  • Monitor and facilitate the resolution of construction contract disputes and claims.
  • Perform other duties as assigned.

Requirements

  • A bachelor's degree in engineering, architecture, or construction-related curriculum.
  • 5+ years of design and construction management experience as a Project Manager.
  • Experience in project management methodologies, planning, cost control, construction economics, cost lifecycle analyses, and financial management.
  • Understanding of building components and construction.
  • Knowledge of related regulations, New York City, and New York State codes.

Education Level

  • Bachelor's degree in engineering, architecture, or construction-related curriculum
  • NY State Professional Engineering License or NY State Architecture License (Preferred)
  • Master's degree in Engineering, Architecture, or Construction Project Management (Preferred)
  • PMP Certification (Preferred)

Salary/Compensations

  • $90,000 - $115,000
