About the Role
The Management Analyst for Cost Reporting and Long-Term Services and Supports (LTSS) Finance performs highly advanced professional organizational and policy analysis work for the Texas Health and Human Services Commission (HHSC) Provider Finance Department (PFD). This role involves analyzing processes related to LTSS cost reporting, financial examinations, rate methodologies, and bill analyses. The analyst will recommend modifications to align with best practices and prepare policy documentation to enhance operational efficiency.
Responsibilities
- Support Cost Reporting and Financial Examinations by evaluating processes, documenting user engagement with STEPS, and recommending improvements.
- Lead the development of change implementation plans associated with approved recommendations for cost reporting.
- Provide staff training and facilitate stakeholder engagement related to cost reporting, financial examinations, and STEPS.
- Support LTSS Finance Policy and Procedure Documentation by ensuring documentation meets agency requirements and making recommendations for improvement.
- Develop solutions to organizational issues related to policy and procedure documentation and develop change strategies.
- Conduct training for the implementation of organizational solutions, strategies, and plans.
- Develop and maintain measurement and tracking tools to report program progress.
- Research, analyze, and evaluate complex issues and initiatives.
- Analyze data and resources, evaluate business and management practices, and make recommendations.
- Review and update policies and procedures regularly.
- Lead efforts to raise awareness and promote the use of available resources.
- Maintain filing systems and conduct periodic reviews of systems.
- Maintain master tracking documents, tools, and guides.
- Coordinate division responses to requests for information.
- Participate in agency-wide meetings, workgroups, and initiatives to represent the department.
- Support Legislative Coordination Efforts by evaluating processes for tracking legislation and completing bill analyses.
- Ensure timely responses to legislative requests, including bill analyses and cost estimates.
- Review and coordinate updates to the Legislative Reports Tracking System.
- Assist in ensuring legislative implementation plans are completed and dashboards are updated.
- Coordinate legislative requests and assignments for the Cost Reporting and LTSS Finance Teams.
- Facilitate the bill reading/identification process during legislative session.
- Facilitate the bill analysis and agency cost estimate process.
- Coordinate within the department and the CFO division on legislative issues.
- Attend work on a regular and predictable schedule and perform other duties as assigned.
Requirements
- Minimum of 2 years of experience with methods analysis, management, organizational development, or methods and systems work including process documentation.
- Demonstrated experience in project management or process improvement.
- Graduation from an accredited four-year college or university with major coursework in business administration, finance, or a related field is generally preferred.
- Experienced with HHS programs, policies and procedures, preferred.
- Experience with the Texas Legislative process, preferred.
- Experience and education may be substituted for one another.
- May require flexibility in scheduled hours, other than 8a-5p or more than 40 hours per week, during peak periods and when the Texas legislature is in session.
- Must bring I-9 documentation on the first day of work.

- Strong critical thinking skills with the ability to evaluate and implement effective alternative solutions
- Analyzing and interpreting data and creating data visualizations and summaries for an executive audience using Excel, Tableau or similar programs
- Interpersonal relationships, teamwork and establishing and maintaining effective working relationships
- Communicating clearly and concisely, both verbally and in writing with attention to detail
- Use of Microsoft Office Suite products (MS Word, Excel, PowerPoint, Outlook, SharePoint, Visio, and others)
