About the Role

SIRIS is seeking an experienced Project Manager to support an Electronic Health Record Modernization (EHRM) program at the VA Medical Center in Bath, New York. The Senior Project Manager will serve as the Owner's Representative, providing strategic leadership and oversight on behalf of the Department of Veterans Affairs while managing complex healthcare construction projects within an active medical facility.

Responsibilities

• Serve as the Owner's Representative for the Department of Veterans Affairs throughout all phases of project execution.
• Provide leadership and strategic oversight for assigned healthcare construction projects.
• Ensure project execution aligns with contract requirements, VA standards, project objectives, and organizational priorities.
• Lead coordination efforts among contractors, architects, engineers, facility leadership, government representatives, and end users.
• Develop and maintain strong working relationships with all project stakeholders.
• Oversee construction activities to ensure compliance with approved drawings, specifications, schedules, budgets, and quality standards.
• Monitor contractor performance and proactively resolve construction issues.
• Lead construction progress meetings and provide recommendations regarding schedule recovery, risk mitigation, and project execution.
• Review contractor submittmits, Requests for Information (RFIs), change requests, schedules, commissioning documentation, and closeout packages.
• Evaluate project performance and recommend corrective actions when necessary.
• Lead project controls activities including cost management, schedule management, forecasting, and risk analysis.
• Review and analyze contractor baseline schedules and monthly schedule updates.
• Monitor project milestones, critical path activities, and recovery plans.
• Analyze budget performance, cost trends, earned value metrics, and financial forecasts.
• Identify project risks and implement mitigation strategies.
• Oversee project budgets and financial performance.
• Review contractor pay applications, change orders, contract modifications, and claims.
• Monitor contract compliance and ensure adherence to federal acquisition requirements.
• Support negotiations involving scope changes and project modifications.
• Provide financial reporting and recommendations to project leadership.
• Ensure implementation of Quality Assurance and Quality Control programs.
• Monitor compliance with contract requirements, construction standards, and VA design criteria.
• Review commissioning documentation, testing reports, inspections, and turnover documentation.
• Ensure deficiencies are identified, tracked, and resolved.
• Prepare executive-level briefings, dashboards, status reports, and presentations.
• Provide timely updates regarding project budget, schedule, risk, safety, and quality.
• Communicate effectively with senior government leadership, program managers, and executive stakeholders.
• Develop recommendations supporting informed project decisions.
• Oversee Infection Control Risk Assessment (ICRA).
• Oversee Interim Life Safety Measures (ILSM).
• Oversee utility shutdown planning.
• Oversee construction phasing.
• Oversee hospital operational continuity.
• Oversee patient safety.
• Oversee noise, vibration, and dust mitigation.
• Oversee coordination with clinical operations.

Requirements

• 10 or more years of progressively responsible project management experience managing large, complex federal healthcare or institutional construction programs.
• Demonstrated experience leading large-scale federal construction projects for the VA, DoD, USACE, GSA, or other federal agencies.
• Demonstrated experience acting as an Owner's Representative overseeing multiple contractors, design teams, and government stakeholders.
• Demonstrated experience in healthcare construction within occupied hospital environments.
• Demonstrated experience with Electronic Health Record Modernization (EHRM) initiatives.
• Demonstrated experience with utility infrastructure modernization and facility upgrades.
• Demonstrated experience with Mechanical, Electrical, Plumbing (MEP), fire protection, and special systems.
• Demonstrated experience with construction scheduling utilizing Critical Path Method (CPM) and Integrated Master Schedules (IMS).
• Demonstrated experience with project controls including schedule analysis, earned value concepts, cost forecasting, and risk management.
• Demonstrated experience with contract administration, claims management, and change order negotiations.
• Demonstrated experience with executive-level reporting and stakeholder communication.
• Demonstrated experience leading multidisciplinary project teams while managing competing priorities.
• Minimum ten (10) years of progressively responsible project management experience leading complex construction projects.
• Experience serving as an Owner's Representative on federal construction programs.
• Experience managing healthcare, institutional, or mission-critical construction projects.
• Experience supporting Department of Veterans Affairs, USACE, DoD, GSA, or other federal agencies preferred.
• Extensive knowledge of project controls, scheduling, budgeting, contract administration, and construction management.
• Experience managing multidisciplinary project teams.
• Strong understanding of construction means and methods.
• Experience reviewing construction documents, specifications, design packages, and schedules.
• Demonstrated success managing projects from planning through closeout.
• Exceptional written, verbal, and executive communication skills.
